الحوكمة الإنتخابية كآلية لجودة العملية الإنتخابية مع الإشارة لحالة الجزائر

Abstract

تهدف هذه الدراسة على المستوى النظري إلى توضيح المنطلقات المفاهيمية للحوكمة الإنتخابية، كما تحاول هذه الدراسة تحليل الإطار المؤسساتي الضروري لتجسيد منطق الحوكمة الإنتخابية، إضافة إلى تحليل المعايير الدولية للنزاهة الإنتخابية ودورها في تجسيد الحوكمة الإنتخابية، أما على الصعيد الممارساتي فقد تم تحليل السياق التنظيمي والقانوني لتسيير وإدارة العملية الإنتخابية في الجزائر، من خلال التطرق إلى عملية إصلاح النظام الإنتخابي، إضافة إلى إستحداث آليات رقابية للعملية الإنتخابية، ومن ثم توضيح أثر هذا السياق التنظيمي على أهم مراحل الإنتخابات الرئاسية الجزائرية 2014، وأخيرا تقييم التجربة الجزائرية في مجال الحوكمة الإنتخابية، وقد خلصت الدراسة إلى نتيجة مفادها ضرورة إيجاد إطار تحليلي متكامل للحوكمة الإنتخابية،، كما أن توفير السياق المؤسساتي للحوكمة الإنتخابية يمثل آلية فعالة لتحقيق الأهداف الوظيفية للعملية الإنتخابية، ورغم أهمية الضمانات والآليات الرقابية المعتمدة في النظام الإنتخابي الجزائري، إلا أن هذه الآليات لازالت تحتاج إلى مزيد من الفعالية، إضافة إلى أن نجاح الحوكمة الإنتخابية لايرتبط فقط بمجموعة من الضمانات القانونية والإدارية، بل من خلال مراعاة مجموعة من المتغيرات السياسية والإجتماعية والنفسية المرتبطة بسياق تنظيم العملية الإنتخابية. This study aims at the theoretical level to explain the conceptual framework of the electoral governance, also analyze the necessary institutional framework to reflect the logic of electoral governance, in addition to analyze the global norms of electoral integrity, and its role in the consolidation of electoral governance. At the practical level has been analyzed the legal and the orgnizational context of the electoral management in Algeria, through discuss the electoral reform process, also established control mechanisms of electoral process, than explain the effect of this context on the diffèrent periods of the Algerian presidential election 2014. Finally evaluate the Algerian experience in the electoral governance. It results that the need to find an integrated analytical framework for electoral governance, also the providing of an institutional context of electoral governance make an effective tool to achieve electoral process goals. Even the importance of control mechanisms of electoral process in the Algerian electoral system, however these mechanisms still need to be more effectiveness; also the success of the electoral governance not only related with a set of legal and administrative guarantees, but also by taking into account a range of political, social and psychological variables associated with the organizational context of the electoral process.
