الإستراتيجية الأمنية الجزائرية في مواجهة الظاهرة الإرهابية المتنامية في منطقة الساحل الإفريقي

Abstract

إن تشابك المسائل الأمنية وتزايد الانكشاف الأمني في منطقة الساحل الإفريقي اليوم كان نتيجة تفاقم الأزمات الداخلية التي طالت جميع جوانب المجتمع الاجتماعية والاقتصادية والسياسية وحتى الثقافية، سيما بعد نهاية الحرب الباردة. غير أن تداعيات أحداث 11 سبتمبر 2001 وبعد ذلك اندلاع الثورات العربية جعل منطقة الساحل الإفريقي موضع اهتمام دولي وإقليمي بشكل غير مسبوق، والمعبر عنه من خلال وضع إستراتيجيات تجاه هذه المنطقة، ونذكر بالذات الإستراتيجية الجزائرية التي تعتمد على مجموعة من الإجراءات لاحتواء التهديدات الأمنية في المنطقة، سيما الظاهرة الإرهابية الجديدة التي أفرزتها الظروف الاقليمية وانعكاسها السلبي على الجزائر. و هذا البحث محاولة لبيان أسباب ظهور الظاهرة الإرهابية في منطقة الساحل الإفريقي، وطبيعة هذه الظاهرة وتطوراتها الخطيرة سيما بعد امتداد تنظيم الدولة الاسلامية إليها، وتأثير ذلك على أمن الجزائر، ويبرز ذلك من خلال وضعها في أولويات اهتماماتها الخارجية. The complexity of the security issues in the Sahel region of Africa today was the result of the worsening internal crisis, which affected all aspects of society: social, economic, political and even cultural, especially after the end of the Cold War. However, the repercussions of the11 September 2001after the outbreak of the Arab Spring make the African Sahel region into a regional and international interest in an unprecedented way through several strategies , we recall in particular the Algerian strategy which relies on a range of mechanisms to contain security threats in the region, particularly the new phenomenon of terrorism that emerged from the regional circumstances and the negative impacts on Algeria. This research is an attempt to explain the reasons for the emergence of the phenomenon of terrorism in the Sahel, and the serious nature of the phenomenon and its developments, especially after the extension of the organization of the Islamic state, and the impact on Algeria by putting the min the priorities of the foreign concerns.
