الأمــن المجتمعـي وتحـديـات الاستقـرار في البلـدان العـربية "قراءة في تأثير البنى الاجتماعية والعدالة التوزيعية"

Abstract

تتضمن الدراسة بحثا في العلاقة بين العدالة التوزيعية والاستقرار السياسي في البلدان العربية؛ إذ ناقشت علاقة تنظيم ممارسة آليات الأمن المجتمعي بتطلعات الاستقرار الدائم في البلدان العربية من منطلق الواقع المجتمعي المتميز بالتنوع على كل محاور الانتماء (اللغة، الدين، العرق، المذهب، الطائفة، الجماعة القبلية)، المؤثر فعليا في طبيعة الفاعلين وحدود تأثيرهم في الحياة السياسية. كما تطرقت الدراسة إلى الأسباب التي تجعل من المكابرة إهمال البنى التقليدية الناتجة عن التنوع في المجتمعات العربية بالتركيز على دور النخبة الحاكمة، ودور البنى التقليدية ذاتها وانعكاسها على الثقافة السياسية للمواطن. بحكم أن مفهوم العدالة التوزيعية مفهوم مواطني يستند إلى فلسفة العلاقة بين المواطن بفدرانيته والدولة بأجهزتها، فقد تم مناقشة تأثر المفهوم (العدالة التوزيعية) قانونا وإجراءا وتنفيذا بوجود البنى الوسطية التي يدين لها المواطن بالولاء من أجل الغنيمة، وتدين لها مؤسسات الدولة بالاستقرار السياسي. وهذا خلل في العلاقة بالضرورة. إن الاحتكام للمنطق المزدوج للغنيمة والعصبية أدى إلى أوضاع سياسية وأمنية متدهورة في المنطقة العربية، تجلت بوضوح بعد الحراك السياسي والسوسيواقتصادي السائد منذ 2011؛ إذ أدت تكريس نقاشات غريبة عن الولاء والانتماء منافية لفلسفة بناء الدول. لذا حاولت الدراسة الرجوع إلى العدالة التوزيعية كعامل حاسم لإضعاف سطوة البنى التقليدية لصالح الانتماء والولاء للمركز. This study includes a research on the relationship between distributive justice and political stability in the Arab countries ; it discusses the link between regulating the practice of social security mechanisms and the permanent stability expectations in the Arab countries according to the social reality characterized by its diversity at all axes of affiliation (Language, religion, ethnicity, doctrine, caste, and tribal community) that effectively affects the nature of actors and the limits of their impact on the political life. Moreover, it deals with the reasons making the neglect of the traditional structures resulting from the variety in the Arab communities through focusing on the governing elite’s role, the role of the traditional structures, themselves, and their impact on the citizen’s political culture an altercation. Since the concept of « distributive justice » is a citizenship concept stands on the philosophy of the relationship between the citizen, his individualism and the State with its boards, we have discussed, the affection of « Distributive justice » concept, as a law, procedure and application, by the existence of the intermediate structures to which the citizen owes his allegiance for trophy, and the State’s institutions owe the trophy for political stability, and this is, necessarily, a defect in the relationship. The appeal tothe dual logic of trophy and fanaticism has led to deteriorated political and security conditions in the Arab region, which have, obviously, appeared after the political and socioeconomic movement prevailing since 2011, and have led to dedicate discussions that are far from allegiance and affiliation and opposite to the States building philosophy. Thus, the study attempts to return into the distributive justice as a crucial factor to decline the traditional structures’ ascendancy for the sake of the affiliation and allegiance to the center.
