المجتمـع المـدنـي والنظـام السيـاسـي في الأنظمـة المغلقـة: دراسـة حـالة الجـزائـر

Abstract

تسعى هذه الدراسة إلى تبيان طبيعة العلاقة التي تصف الوضع في دول العالم الثالث بين كل من المجتمع المدني والأنظمة السياسية، حيث تعكس فجوة لا يمكن إغفالها بين هذه الثنائية والتي يعود سببها الرئيسي إلى تطاول مفهوم الدولة ووظيفتها وإنكارها في أغلب الأحيان لمنظمات المجتمع المدني. وتعبر الحالة الجزائرية عن علاقة متردية بين كل من النظام السياسي والمجتمع المدني، أثرت بشكل واضح على الدور المسند لهذا الأخير، والذي أصبح مجرد ضحية يستبد بها النظام السياسي ويتحكم في مدخلاتها ومخرجاتها، خاصة وان هذه المنظمات لا تتمتع بالاستقلالية المالية بالإضافة إلى استخدام الإكراه الإداري من قبل النظام السياسي. لقد خلصت هذه الدراسة إلى ضرورة تفاعل منظمات المجتمع المدني مع محيطها الداخلي والخارجي من أجل كسبها للمصداقية وفعالية أكثر، وهذا يكون من خلال دور النظام السياسي في إعطائها استقلالية وحرية أكثر وضرورة إشراكها في عمليات صنع القرار.This study seeks to identify the nature of the relationship that describes the situation in the countries of the Third World between each of the civil society and political systems, reflecting a gap can not be ignored between this bilateral caused to affect the concept of the State and its function and repudiate them in most cases to civil society organizations. Reflect the Algerian situation from deteriorating relationship between each of the political system and civil society, had a clear on the role assigned to the latter, which has become a victim of the political system and controls the inputs and outputs, especially that these organizations do not have the financial independence as well as the use of administrative coercion by the political system. We have concluded the study stressed the necessity of the interaction of civil society organizations with its surroundings in the internal and external levels to win it credibility and more effective, this would be through the role of the political system in giving the independence and freedom of more than the need for their involvement in the decision-making processes.
