Abstract

تتمتع الجماعات الاقليمية باستقلال تنظيمي، وظيفي، مالي واداري. فالدولة قد تنقل بعض صلاحياتها إلى السلطات المحلية التي تتمتع بالاستقلالية، على المستوى المادي (موارد خاصة، ذمة مالية)، تنظيمي (هياكل خاصة بالجهاز اللامركزي)، ووظيفي (حرية التسيير). ومع ذلك تبقى هذه الجماعات الاقليمية تحت الرقابة الشديدة للدولة المركزية أو أحد مكوناتها والتي تتمتع بسلطة الوصاية. والسؤال المطروح هو: هل هذه الرقابة الوصائية تشكل عائق اكثر منها مسألة تنظيمية تسييرية.
