رقابـة البرلمـان على بيـان السياسـة العامـة للحكومـة على ضـوء التعديـل الـدستوري لسنة 2016

Abstract

إن رقابة البرلمان على البيان السنوي للحكومة سواء بعد مرور سنة من تاريخ المصادقة على مخطط العمل، أو بعد سنة على تقديم البيان السنوي الاخير، تعد من أهم وأخطر الوسائل الرقابية التي يمارسها البرلمان على الاعمال والانجازات والاهداف التى حققتها الحكومة خلال سنة، ولهذا فإن هذه الرقابة قد تؤدي إلى المسؤولية السياسية للحكومة عن طريق إصدار لائحة شجب، أو إصدار لائحة ملتمس الرقابة، أو التصويت بعدم الثقة. ونظرا لأهمية هذه الرقابة فإن التعديل الدستوري لسنة 2016 وبموجب المادة 98 منه ألزم الحكومة بأن تقدم سنويا بيانا عن السياسة العامة للدولة أمام ممثلي الشعب في البرلمان، وهذا ما يجعل الحكومة تعمل جاهدة على تنفيذ وتحقيق أهداف مخطط عملها حتى تنال ثقة البرلمان، ورضا الرأي العام، وبالتالي الاستمرار في السلطة.The control of the parliament on the annual statement of the government, whether one year after the date of ratification of the action plan, or one year after the submission of the last annual statement, is one of the most important and most dangerous means of control exercised by the parliament on the government actions which can engender the political responsibility of the government and its departure following a motion of censure or a vote of no confidence.
