الفساد في دول المغرب العربي قراءة مسحية في واقع الظاهرة

Abstract

أكدت مؤشرات مدركات الفساد الصادرة عن منظمة الشفافية الدولية تزايد ظاهرة الفساد في دول المغرب العربي، حيث جاءت في ترتيب متأخر ضمن الدول الأكثر فسادا في العالم. وفي مقابل ذلك ليس هناك حلول نموذجية لمكافحة الفساد، غير أن هناك دروس يجب إستخلاصها من تقنيات محاربة الفساد المعتمدة من طرف البلدان التي نجحت في تطوير نتائجها بشكل ملحوظ خلال العقود الماضية. عن طريق إشراك جميع شرائح المجتمع ممثلة في المجتمع المدني ومنظمات الأعمال وحتى الأفراد في مكافحة الظاهرة إلى جانب مؤسسات الدولة على إعتبار أن الجميع شركاء في إيجاد الحل بغض النظر عن المتسبب في المشكلة. نحاول من خلال هذه المداخلة التصدي لظاهرة الفساد تعريفا وتأصيلا مع تشخيص واقع الظاهرة في دول المغرب العربي والوقوف على الجهود المبذولة لمكافحة الفساد والتصدي له. Transparency International's Corruption Perceptions Index has confirmed the growing corruption phenomenon in the Maghreb countries, ranking among the most corrupt countries in the world. In contrast, there are no typical solutions to fighting corruption, but there are lessons to be learned from anti- corruption techniques adopted by countries that have been remarkably successful in developing their results over the past decades. In addition, the fight against corruption is not limited to the official authority of states, but also extends to individuals, associations and civil society institutions that play an active and decisive role in this field. Through this intervention we try to address the phenomenon of corruption in a definition and thoroughness with the diagnosis of the reality of the phenomenon in the Arab Maghreb countries and to stand on efforts to combat corruption and address it.
