دور المجتمع المدني في الوقاية ومكافحة الفساد: الجزائر نموذجا

Abstract

الفساد ظاهرة خطيرة تهدد الدولة وأمنها، سريع الإنتشار، له آثاره السلبية على الصعيدين الداخلي والخارجي، تتعدد وتختلف صوره ومظاهرة وأنواعها، ولمواجهة هذه الظاهرة لا بد من تضافر الجهود الدولية والوطنية من أجل ذلك، ويتجسد ذلك بالإتفاق على وضع إستراتيجيات تشريعية ومؤسساتية فعالة، ومن بين هذه الإستراتيجيات تفعيل أدوار مؤسسات المجتمع المدني كفاعل من فواعل الحكم الراشد، هذه المؤسسات التطوعية الحرة تملأ المجال العام بين الأسرة والدولة لتحقيق مصالح أفرادها والمجتمع ككل، ملتزمة في ذلك بقيم ومعايير الإحترام والتآخي والتسامح والإدارة السلمية للتنوع والإختلاف والتي تشمل الجمعيات، والروابط، والنقابات، والأحزاب السياسية، بحيث تقوم بأدوار مختلفة من أجل الوقاية من الفساد ومكافحته، إذ تعزز قيم النزاهة والمساءلة والشفافية، فالتوعية من أجل الوقاية، والتعبئة والتأثير للمكافحةCorruption is a dangerous phenomenon that threatens the state and its security, which is widespread and has negative effects on the internal and external levels. There are multiple and different forms and manifestations and types thereof. These strategies activate the roles of civil society institutions as an actor of good governance, these free voluntary institutions fill the public sphere between the family and the state to achieve the interests of its members and society as a whole, committed in that values and standards of respect, brotherhood, tolerance and the peaceful management of diversity The difference, which includes associations, associations, unions, and political parties, has different roles in order to prevent and combat corruption, as it promotes the values of integrity, accountability, and transparency, raising awareness for prevention, and mobilizing and influencing control.
