أساليب تمويل عجزالموازنة العامة للدولة (دراسة حالة الجزائر 2009-2018)

Abstract

تهدف هذه الدراسة إلى توضيح مفهوم الموازنة العامة للدولة والمقصود بعجز الموازنة العامة والأسباب المؤدية إليه مع إبراز أهم الآليات التي إتخذتها الجزائر في سد هذا العجز، وقد خلصت الدراسة إلى أن الموازنة العامة في الجزائر عرفت عجزا دائما، نتيجة الاختلال الحاصل بين نمو الإيرادات و النفقات العامة ، كما قد ساهم انهيار أسعار لنفط منذ منتصف سنة 2014 في تفاقم وتعميق هذا العجز، وقد اتخذت الجزائر مجموعة من الآليات لسد عجز الموازنة العامة للدولة والتي منها الإقتطاع من صندوق ضبط الموارد كذلك الرفع من أسعار بغض المشتقات النفطية. This study aims to clarify the concept of the state budget, and what is meant by the deficit of the public budget and the reasons leading to it, while highlighting the most important mechanisms that Algeria has taken in filling this deficit. Also, the collapse of oil prices since the middle of 2014 has contributed to the aggravation and deepening of this deficit, and Algeria has taken a set of mechanisms to fill the deficit of the state's general budget, which includes the deduction from the Resource Control Fund as well as raising prices, regardless of oil derivatives.
