التحول الرقمي في الجزائر: قراءة في مؤشرات الجاهزية الإلكترونية وأثرها على ترقية الخدمة العمومية دراسة حالة ولاية باتنة خلال الفترة (2019-2006)

Abstract

تهدف هذه الورقة البحثية، لتسليط الضوء بشكل تحليلي نقدي على ثنائية الجاهزية الإلكترونية للحكومة وتقاطعها مع ضرورات التحول الرقمي في الجزائر، هذا التوجه العالمي الجديد الذي يعبر عن تسونامي صناعي في طبعته الرابعة، مع التركيز بالتحليل الإحصائي على ولاية باتنة بإعتبارها أنموذجا للدراسة. ففي عالم متحول، متغير ومتسارع متشبع بتكنولوجيات المعلومات والاتصالات وجب علينا التطرق للجاهزية الإلكترونية للحكومة الجزائرية من خلال البحث في مؤشراتها، إستنادا للتقارير الدولية للجاهزية الإلكترونية ودلالة ذلك على التحول الرقمي وأثره الكلي على الجماعات المحلية من جهة، وانعكاساته على ترقية الخدمة العمومية وجودتها. إن ما يدعم طرح التحول الرقمي في الجزائر، هو حزمة الإجراءات والقرارات المتخذة من طرف الحكومة بغية التأسيس لفكرة الحكومة الإلكترونية بداية من سنة 2013، في إطار رؤية مستقبلية لغاية 2030. وهو ما نسعى إليه في هذه الدراسة، من خلال تحليل مؤشرات الجاهزية الإلكترونية، والأثر المباشر وغير المباشر لها على التحول الرقمي في الجزائر، لتخلص الدراسة في الأخير إلى ان عملية التحول الرقمي في الجزائر مازالت مؤجلة بحكم عدم توفرمؤشرات الجاهزية الإلكترونية في الوقت الحالي This research paper aims to shed light in an analytical and critical manner on the duality of e-readiness of the government and its intersection with the necessities of digital transformation in Algeria, this new global trend that expresses an industrial tsunami in its fourth edition, with a focus on statistical analysis on the state of Batna as a model for the study. In a changing, changing and accelerating world saturated with information and communication technologies, we have to address the electronic readiness of the Algerian government by researching its indicators, based on international reports on electronic readiness and its evidence on digital transformation and its overall impact on local communities on the one hand, and its repercussions on upgrading the public service and its quality. What supports the introduction of digital transformation in Algeria is the package of measures and decisions taken by the government in order to establish the idea of e-government starting in 2013, within the framework of a future vision until 2030. This is what we seek in this study, by analyzing the indicators of electronic readiness, and their direct and indirect impact on the digital transformation in Algeria
