المصادر التمويلية البديلة للجماعات الإقليمية في ظل انخفاض أسعار النفط

Abstract

ملخص: يشكل موضوع التمويل المحلي أحد التحديات والرهانات التي تواجهها الجزائر في ظل تكابد الازمة المالية منذ سنة 2014 نتيجة انهيار أسعار البترول وتآكل احتياطي الصرف، هذه المعطيات التي افرزت ضرورة توجه الوحدات المحلية إلى الاعتماد الذاتي لتدبير مواردها المالية لتغطية نفقاتها التسييرية والاستثمارية وعدم اعتمادها على المساعدات المركزية، وذلك بإيجاد صيغ تمويلية بديلة من خلال إصلاح نظام الجباية المحلية والأخذ بقاعدة التدبير المقاولاتي، وتفعيل النصوص التشريعية الخاصة بعقود الامتياز وإشراك القطاع الخاص من اجل تمويل ودعم الاستثمارات المحلية والأجنبية. Abstract The issue of domestic finance is one of challenges and stacks faced by Algeria in the face of the financial crisis since 2014 as a result of the collapse of oil prices and the erosion of the exchange reserves, which have stressed the need for local units to be self-reliant to manage their financial resources to cover its financial and investment expenditures and its failure to rely on central assistance, through the creation of alternative financing formulas through the reform of the system of domesic taxation, the introduction of the rule of governance, the activation of legislative provisions on concession contracts and the involvement of the private sector to finance and support local and foreign investments.
