رقابة الأحزاب السياسية للعملية الانتخابية في الجزائر (مراحل إعداد القوائم الانتخابية والتصويت والفرز أنموذجا)

Abstract

تلقي نزاهة الانتخابات على عاتق الدولة توفير الضمانات الكفيلة بممارستها في ظل احترام إرادة الناخبين، حيث تعد الانتخابات النزيهة دعامة أساسية للأنظمة الديمقراطية التي تنبثق عن الشعب وتحكم بإرادته، ونتيجة لذلك فإن رقابة هذه الانتخابات من مؤشرات الثقة التي يكرسها النظام السياسي في الدولة كلما اتسعت دائرتها، سيما إذا كانت ممارسة هذه الرقابة تتم من طرف الأحزاب السياسية. وتهدف هذه الورقة البحثية إلى معرفة دور الأحزاب السياسية في رقابة العملية الانتخابية وذلك في القوانين العضوية المتعلقة بالانتخابات في الجزائر، في مرحلة إعداد القوائم الانتخابية ومرحلتي التصويت والفرز لبيان أوجه النقد مع تقديم الحلول الممكنة. وخلصت الدراسة إلى ضرورة تفعيل الأحزاب السياسية لدورها في ممارسة الرقابة على العملية الانتخابية والتفكير في اعتماد التصويت الإلكتروني في الانتخابات للقضاء على الإشكالات المطروحة. The integrity of the elections requires the state to provide guarantees that these elections will be held in respect of the will of the voters, where fair elections are a fundamental pillar of democratic systems that emanate from the people and govern with people power. The widespread monitoring of these elections is one of the indicators of confidence enshrined in the state's political system, particularly if they are carried out by political parties. The aim of this paper is to identify the role of political parties in monitoring the electoral process under the Organic laws related to elections in Algeria, during the stage of preparing the electoral lists and the stage of voting and counting, to demonstrate the inherent criticism and provide possible solutions. The study concluded that the political parties should activate their role in exercising control over the electoral process and to adopt electronic voting in elections to eliminate those already raised issues.
