تقييم أداء مديري الثانويات في الجزائر في ضوء كل من المهام المحددة في النصوص القانونية و مهارات القائد الإداري الفعال

Abstract

هدفت هذه الدراسة إلى معرفة درجة أداء مديري الثانويات في الجزائر لمهامهم المنصوص عليها في القانون المسير، و كذا مهارات القائد الإداري الناجح، و تم دراسة الموضوع في جانبين: نظري تناولنا فيه كل المفاهيم الأساسية للموضوع، و ميداني خصصناه للنتائج المتحصل عليها من الدراسة الميدانية، و انطلقنا في معالجة الموضوع من سؤالين رئيسين هما: 1- ما درجة أداء مديري الثانويات لمهامهم المنصوص عليها؟ 2- ما درجة تطبيق مديري الثانويات لمهامهم في ضوء مهارات القائد الناجح؟ و لقد استخدم المنهج الوصفي بوصفه أنسب منهج لمثل هذه الدراسات، و تم استخدام أداتين استبيان موجه للأساتذة لتقييم مديريهم وفق النصوص القانونية و أخرى متمثلة في استبيان مهارات القائد الناجح موجهة للمديرين لتقييم أنفسهم، و قد تم تطبيق الأداتين على عينة بلغت 144 أستاذاً و 14 مديرا، و توصلت الدراسة إلى: 1- امتلاك عموم المديرين - في حدود الدراسة - لكفاءات عالية مكنتهم من أداء جيد لمهامهم التربوية المنصوص عليها. 2- امتلاك المديرين لقدرات علمية جيدة مكنتهم من أداء جيد لمهامهم البيداغوجية المنصوص عليها. 3 . امتلاك المديرين لخبرات جيدة وتدريب ممتاز ساعدهم في تطبيق المهام الإدارية المنصوص عليها. 4- امتلاك المديرين - تقريبا - لجميع المهارات المحددة للقائد الإداري الناجح بنسب متباينة حيث بينت الدراسة أن المديرين يتمتعون مهارات القائد الناجح بدرجة مرتفعة باستثناء مهارات تحديد المشكلة و مهارات توزيع المهام بدرجة متوسطة. The present study aimed to investigate the level of performance of duties of high school principals in Algeria as compared to what is set in laws and regulations and also with reference to the Successful Leader Skills Questionnaire (SLSQ). The thesis consists of two parts: a theoretical one where the basic concepts related to the topic were discussed in depth and a practical part devoted to the discussion of the results of the field study. Two main research questions were adopted: 1- To what extent the high school principals succeeded in performing their duties as required by laws and regulations. 2- To what extent the high school principals perform their duties as compared to the Successful Leader Skills Questionnaire (SLSQ). The descriptive method was chosen to be applied in this study, since it is the most appropriate one for this kind of research settings. Two questionnaires were used for data collection from a sample of 114 teachers and 14 principals. One was directed to the teachers to assess their principals’ performance according the laws and regulations. The other questionnaire consisted of the skills of the Successful Leader Skills (SLSQ) filled by the principals to assess themselves. The results revealed that: 1- Within the field limits of this study, (both demographic and geographic), the principals showed high standards in performing their educational duties as described and required by the legal texts. 2- The principals had high levels of scientific skills and abilities that helped them to perform their pedagogical duties according to legislations set forth. 3- The principals possessed very good expertise and excellent training that helped them to perform their administrative duties at the standards level of the requirements of laws and regulations. 4- The principals had almost all the skills stated in the Successful Leader Skills Questionnaire (SLSQ). Though, their scores were a bit variant, they were significantly high. However, the principals scored average in only two skills: (1) problem diagnosis skill, and (2) tasks’ assignment skill.
