إستراتيجية الصين الدولية في فترة نهاية الحرب الباردة

Abstract

ظهرت الصّين بعد نهاية اّلحرب الباردة كقوة اقتصادية، وتقدمت سريعاًّ حتى أصبحت مثارا للنقاشات الأكاديمية الكبرى في العالم، وّظهرت تبعاً لّذلك نظرية التهديد اّلصيني، وأعلنت الصين في المقابل مسارا تكمل به طريق الصعود، رّدًّا عّلى ما أثاره الغرب حول صعودها، واختارت "ّالصعود السّلمي" اّلذي بدأ كمقاربة معرفية مكتملة الجوانب، وواضحة اّّلمعالم، وّالتي طرحها المفكر الصيني "ّزنغ بيجيان"، لّتعلنها بعد ذلك الصين إستراتيجية لها وّمو جهاًّ لسياستها الخارجية، والتي وان كان لها امتدادات سابقة في رؤى الصّين الشاهدة عّلى مسيرة نجاحها في الصّعود، فّإن الصّعود اّلسّلمي يعتبر إستراتيجية الصين الكبرى. وّهو يحتوي على نّظرية تّدور حّول كّيفية عّمل اّلعالم، وّكيف يّجب أّن تّتصل اّلصين بّهذاّ العالم فّي ضّوء أّولويتها اّلقصوى لّلتنمية. وّ هو فّي ذّلك يّأخذ بّالاعتبار اّلعناصر اّلعسكرية وّالسياسيةّ والاقتصادية، كّما كّان دّقيقاًّ فّي وّصف نّوع اّلصّورة اّلتي يّجب أّن تّقدمها اّلصين لّلعالم. وّهو بّذلك يّّضعّ إطارا لّتحديد اّلمصالح اّلوطنية لّلصين، وّيقدم مّبدأًّ أّساسياًّ بّشأن كّيفية رّبط اّلوسائل بّالأهداف. وّ بّعدّ إثبات مّعقولية اّلصعود اّلسلمي وّالتنمية بّاعتباره إّستراتيجية كّبرى، وّمن خّلال تّتبع هذا اّلنهج فّيّ ممارسته، بّدا مّفهوماًّ مّدى قّدرته عّلى اّستيعاب مّسار تّقدم اّلصين وّتحقيقه لّأهدافها؛ لّأنها تّطورت فّيّ الممارسة وّالخطاب عّلى مّدى اّلعقود اّلماضية. وّبتقييم اّلعلاقة بّين اّلممارسة اّلفعلية لّلسياسة اّلخارجيةّ والأمنية لّلصين وّالصعود اّلسلمي كّإستراتيجية، يّمكن اّلتوصل إّلى أّن اّلصين حّققت فّعلاًّ مّكاسب وّنتائجّ إيجابية مّلموسة مّن خّلاله، رّغم كّل اّلتحديات اّلتي مّازالت تّواجهها عّلى مّستويات مّتعددة، إّن اّلصّينّ هي قّوّة صّعدت فّعلاً، وّأمّنت صّعودها، وّتعتمد خّياراتها اّلمستقبلية عّلى قّدرتها عّلى اّلمواصلة بّذكاء لّأنهاّ تعلمت مّن تّجاربها اّلسابقة، وّتقدّر جّيّداًّ مّا وّصلت إّليه وّكلّ اّلأعباء اّلتي تّترتب عّلى ذّلك.ّ After the end of the Cold War, China emerged as an economic power and become the subject of a major academic debates in the world ,also,The Chinese threat theory emerged, and China, in return, announced a path to complete the ascent, in response to what the West raised about its rise. It chose the 'peaceful rise', which began as a well-defined and well-clear epistemological approach put forward by Chinese thinker ZhengBijian , The peaceful rise became China's grand strategy. It contains a theory on how the world works and how China should relate to this world in light of its top priority for development. It takes into account the military, political, and economic elements, as has been accurate in describing the kind of china’s image which should present to the world. It thus sets out a framework for defining China's national interests and provides a basic principle on how to link means to objectives. After proving the plausibility of peaceful rise and development as a grand strategy, and by following this approach in practice, it seemed understandable how well it can absorb the course of China's progress and achieve its goals because it has evolved in practice and discourse over the past decades. By assessing the relationship between the actual exercise of China's foreign and security policy and the peaceful rise as a strategy, it can be concluded that China has indeed achieved tangible positive gains and results through it, despite all the challenges. China is a force that has already stepped up, secured its rise, and its future choices depend on its ability to continue intelligently, because it has learned from its past experiences and appreciates what it has reached and what will do.
