الحوكمة الشبكية للتنمية المستدامة في الدول النامية

Abstract

لقد افرزت العولمة شبكة هائلة من علاقات القوة لاحتواء سيادة الدولة الوطنية.و تولت الشركات العابرة للقوميات هذه المهمة عبر اشكال و اليات متقدمة مباشرة وغير مباشرة اهمها المؤسسات المالية الدولية كصندوق النقد الدولي و البنك العالمي ووكالات الامم المتحدة في ميادين التنمية خاصة عندمايتعلق الامر بالدول النامية. في مرحلة ما بعد الحرب الباردة، و بالتحديد في مرحلة التطور الهائل لحركة رؤوس الاموال، حصل تغير جذري في اليات السيطرة فقد اتخذ الراسمالية خطوات جديدة مغايرة لمنهاجياتها السابقة ياتي في مقدمتها تجاوز حدود الدولة الوطنية، متخطية بذلك الحاجز الذي دابت على الحتماء به لتحفظ جغرافياتها الاقتصادية والسياسية و الثقافية و الامنية من الختراقات. لقد احتل عامل الزمن المقام الاول في ديناميات عمل الفواعل الجديدة غير الدولاتية. فالسرعة الهائلة لعملياتها الاختراقيةللدول النامية كانت من القوة بحيث لم تدع مجالا لهذه الدول كي تضع استراتيجياتها التنموية للتكيف مع الوضع الجديد، و ارغمتها على تبني انماط حكم و نماذج تنمية تم تصميمها في مخابر نيولبيرالية كصفة للراسمالية المابعدية وابرز هذه الانماط و النماذج الحوكمة و التنمية المستدامة. Globalization has produced a huge network of relationships of force to contain the national sovereignty of the State.
