الدولانية وتيبولوجيا المجتمع المدني

Abstract

إن محاولة الفصل نظريا بين وظائف المجتمع المدني والفعل السياسي الدولتي معطى يفرض نفسه على مستوى التحليل السياسي، وعبر مختلف الشروحات المتعلقة بالحياة السياسية المتناولة التضارب والمواجهة بين عمل مؤسسات المجتمع المدني وقرارات الدولة، ولأن هذه التضمينية للصراع لا يمكن منهجيا تفسيرها فقط ضمن نطاق دولتي متميز يمكن اعتباره الأكثر دمقرطة خلال فترة ما، لأنه يظهر وفي مستوى عالمي تضامن بين مختلف مؤسسات المجتمع المدني كاستجابة لتوافق قيم الدول في إطار المؤسسات الدولية. هاتان الظاهرتان؛ تجمع الدول عبر المؤسسات الدولية، والتنسيق المتزايد بين تنظيمات ونشاطات المجتمع المدني على المستوى الدولي، تدعم افتراض الاعتراف الضمني بتزايد وتيرة توطد هذا المسار التاريخي، والذي يفرض تساؤلا على المستوى الأكاديمي بشأن التشكيك في التناغم الوظيفي المشترك للدولة والمجتمع المدني، ويدعو إلى مساءلة الشرعية العلمية لهيمنة القيمي العالمي في تفسير سوسيولوجيـــا وظائف المجتمع المدني أمـــام تعاظم الفعل الدولاني "Statism " في العديد من النظم السياسية. The attempt to theoretically separate the functions of civil society from state political act that imposes itself at the level of political analysis, and through different explanations related to political life, dealing with conflicts between the work of civil society institution and state decisions. This conflict cannot be systematically explained because, internationally, the different civil society institutions show solidarity as a response to the states ‘values. The assembly of states through international institutions, and the internationally increasing coordination among civil society activities, support the tacit recognition of this historical path. As far as the function harmony between state and society is concerned, an academic enquiry questions the scientific legitimacy of the dominance of international democratization in explaining the sociology of civil society functions with the increase of state act “Statism” in many political systems.
