جهود المنظمات الدولية غير الرسمية في مكافحة الفساد

Abstract

تعتبر ظاهرة الفساد من أخطر المشاكل التي تعاني منها الدول،؛ ذلك أنّها تصيب مفاصل حيوية ومؤثرة في الدولة، كالصحة، والتعليم وغيرها من مؤسسات الحكم والدولة، فالمال والرشوة، والمحسوبية تعتبر العناوين الكبرى في هذه الظاهرة، ومن هنا كانت هيئات قد تطوّعت في مكافحة الفساد، سواء كانت على المستوى المحلي أو الدولي، وتعتبر منظمة الشفافية الدولية من أبرز هذه التنظيمات التي كرست جهودها في إطار مكافحة الفساد من خلال العديد من الآليات الرقابية. وعليه سوف نتطرق إلى أبرز نشاطات منظمة الشفافية الدولية وبرلمانيون ضد الفساد من خلال التعرض إلى مختلف آليات هاتين المنظمتين غير الحكوميتين وأبرز العوائق التي تعيق عملهما. الكلمات المفتاحية: المنظمات الدولية غير الرسمية؛ مكافحة الفساد؛ الفساد؛ منظمة الشفافية الدولية. The phenomenon of corruption is considered one of the most serious problems experienced by states, because it strikes vital and influential joints in the state, such as health, education and other institutions of government and the state. Whether at the local or international level, Transparency International is considered one of the most prominent of these organizations that have devoted their efforts in the framework of fighting corruption through many oversight mechanisms. Accordingly, we will address the most prominent activities of Transparency International and parliamentarians against corruption through exposure to the various mechanisms of these two NGOs and the most prominent obstacles impeding their work.
