Abstract

يتناول المقال بالدراسة والتحليل، جدلية العلاقات المدنية - العسكرية خلال المراحل الانتقالية في دول الربيع العربي، وتأثيرها على عملية التحول نحو الديمقراطية، حيث سيكون من الصعب التحكم في نخبة مؤسسة الجيش وضمان السيطرة المدنية عليها من أجل نجاح فرص التحول نحو الديمقراطية، بالنظر لدورها المهم في الحياة السياسية لهده الدول طوال عقود من الزمن، كما أن الجيش يعتبر أكثر القوى المتنافسة على السلطة السياسية تنظيما، الأمر الذي مكنه من بناء الدولة الحديثة في الكثير من الأحيان، والتأسيس لأنظمة حكم تسلطية استمرت لسنوات طويلا، لذا سيكون من الأهمية إعادة طرح النقاش حول الدور السياسي لنخبة الجيش في دولتي تونس ومصر منذ العام 2011. The article examines the dialectic of civil-military relations during the transitional periods in the arab spring countries, and its impact on the democratization . Where It will be difficult to control the army elite and ensure civil control over it, to success of democratization, because of its important role in the political life, In these countries the army is the most organized forces among the competitors for political power, this matter enabled him to build the state in many cases, and authoritarian regimes that lasted for many years, so it will be important to re-debate the political role of the army elite in Tunisia and Egypt since 2011.
