الأبعاد الأمنية لحركة التثاقف بين ضفتي المتوسط

Abstract

يهدف هذا المقال إلى البحث في الأبعاد الأمنية لحركة التثاقف في منطقة المتوسط، و ذلك من حيث اعتبار ان المدخل الثقافي يعتبر أحد الأبعاد الهامة في قياس أمن الدول، خاصة في ظل التطور الرقمي و التكنولوجي الراهن، وارتباط بعض التحديات والتهديدات في الإقليم بمعطيات ثقافية وأخرى قيمية، خاصة وأن المتوسط يضم تمايزا ثقافيا بين ضفتيه، و في ذلك ميزنا بين تصورين اساسيين، التصور الأول قائم على اعتبار حركة التثاقف فرصة لدول المتوسط لتقريب الرؤى و تشجيع الحوار الذي يفضي للتواصل و التعاون، في حين يقوم التصور الثاني و هو الغالب على أن حالة اللاتكافؤ المادي بين ضفتي المتوسط ستؤدي لهيمنة طرف واحد ( دول شمال المتوسط ) على حركة التثاقف، و توظيفها كأحد آليات القوة الناعمة، ما يؤدي لاحتمالات صراع مستقبلية في الإقليم. This article investigates the security dimensions of acculturation in the Mediterranean region, in terms of perception of the cultural approach as one of the significant dimensions in measuring the state's security, particularly, under current digital and technological development, not to mention the way some challenges and threats in the region are related to cultural and value considerations. In this regard, two views have been singled out; the first is centered on deeming the acculturation as an opportunity for Mediterranean states to narrow visions and promote dialogue for better communication and cooperation, whereas the second is based on the state of physical imbalance between the two sides of the Mediterranean will result in the hegemony of one side (northern Mediterranean states) on acculturation. This latter shall be employed as a soft power mechanism, leading to potential conflict in the region in the years to come.
