الجيل الثاني من الجدران في العلاقات الدولية

Abstract

أجادل في هذه الورقة ان واقع العلاقات الدولية لم يكن اسقاطا حقيقيا لظاهرة العولمة- على الاقل في قضايا الحدود السياسية- حتى من طرف الدول التي اسست لهاته الظاهرة وبالتحديد الولايات المتحدة الامريكية ولعل السور الفاصل بينها وبين المكسيك الصورة الاوضح، اذ ان العولمة افترضت ان الحدود هي مائعة وهلامية لا مكان لها في القرن 21. .. لقد غيّرت احداث الـ 11/9 المشهد الحدودي الدولي بشكل كامل، وتحولت عملية "فتح" الحدود والتي قطعت مشوارا عصيبا بسبب تداعيات العولمة التي تدعو الى جعل العالم قرية صغيرة بلا حدود، إلى عملية "تصلب الحدود " Hardening المنافية تماما لخطابات العولمة والتي تضمنت استمرارية للتايشوبوليتكس مما خلق جيل ثاني من الجدران في العلاقات الدولية اعتبرت اكثر حجزا وصرامة من الحواجز التقليدية. I argue in this paper that the reality of international relations was not a real projection of the phenomenon of globalization - at least on the issues of political borders - even by the countries that established the phenomenon, namely the United States of America, and perhaps the fence between them and Mexico is the clearest picture… The 11/9 have completely changed the international border landscape, and the process of "opening" the border - which has gone a long way because of the repercussions of globalization calling for making the world a small village without borders - has become a process of "hardening of borders", which is totally contrary to the rhetoric of globalization. It included the continuity of the Teichopolitics, creating a second generation of walls in international relations that were considered more solid than traditional barriers.
