مقتضيات الحكامة الجيدة وتأثيراتها على تفعيل الجماعات الإقليمية في الدول المغاربية

Abstract

شاع استخدام مفهوم الحكامة في أدبيات الإدارة والسياسات العامة حديثا، في سياق عالمي اتسم بسيطرة المفاهيم الغربية على ميدان البحث والتعامل الدوليين، من قبيل العولمة والديمقراطية والرأسمالية.. في ظل فشل محاولات الإصلاح السياسي والاقتصادي لدى غالبية الدول السائرة في طريق النمو، فكانت هذه الظروف والإكراهات ذات الطبيعة الدولية والوطنية، أسبابا كافية في تبني الدول المغاربية –مثلها مثل نظيراتها النامية- "الحكامة الجيدة" كآلية لتحقيق التنمية، خاصة على المستوى المحلي، الذي مثل الوعاء الأنسب لاختبار مدى نجاعة هذه المقاربة، إن هي مكنت من تطوير أداء الجماعات الإقليمية في تدبير الشأن العام المحلي، من خلال محورية دور المواطن وإشراك باقي الفواعل غير الحكومية. The concept of governance has been commonly and recently used in the literature of administration and public policy, in a global context characterized by the domination of western concepts on the international research and dealing, such as globalization, democracy and capitalism. The failure of efforts for political and economic reform by the majority of the developing countries brings out a condition and constraint of an international and national nature, the fact that forms a sufficient reason for Maghreb countries, like their developing counterparts, to adopt "good governance" as a mechanism for development, especially at the local level. Such an approach is best suited to test the effectiveness of this approach, if it enables the development of the performance of regional groups in the management of local public affairs, through a pivotal role of the citizen and the involvement of other non-governmental actors.
