واقع جاهزية الحكومة الالكترونية بالجزائر

Abstract

لقد اكتسب مصطلح الحكومة الالكترونية أهمية بالغة نتيجة للتطورات العالمية في مجال تكنولوجيات المعلومات والاتصالات، فأصبحت أغلب الحكومات تسعى في تطبيقها والانطلاق في ترقية وتطوير الأنشطة والخدمات التي تقدمها للمواطن وتسهيل تجسيد طلباتهم بعيدا عن كل الممارسات البيروقراطية، وهذا نظرا لما تقدمه من امتيازات وتسهيلات وتبسيط للإجراءات. والجزائر على غرار كل دول العالم حاولت إطلاق بوابة للحكومة الالكترونية أطلق عليها تسمية بوابة المواطن الجزائري، إلا أن غياب الرؤية الإستراتيجية ووجود العديد من العراقيل الإدارية والسياسية حال دون نجاح المشروع. تهدف هذه الورقة البحثية إلى تحديد مكانة الحكومة الإلكترونية الجزائرية في التصنيفات العالمية، وفيما تتمثل الصعوبات والمعيقات التي تقف أمامها ومع تقديم مجموعة من الاقتراحات التي من شأنها أن تساهم في تحسين مكانة الحكومة الالكترونية الجزائرية عالميا. The term e-government has become very important as a result of the global developments in the field of information and communication technologies, and most governments are seeking to apply it and start to promote and develop their activities and services to citizens and facilitate their applications from all bureaucratic practices. Algeria, like all other countries in the world, has tried to launch a portal for e-government called the portal of the Algerian Citizen, but the lack of strategic vision and the existence of many administrative and political obstacles prevented the success of the project. The aim of this paper is to determine the status of the Algerian e-government in the international classifications, and the difficulties and impediments that stand in front of it and the presentation of a set of proposals that would contribute to improving the status of e-government Algeria globally.
