فلسفة الامننة وأثرها على تفاعلات النظام الدولي

Abstract

يركز البحث على المكانة التي احتلتها الامننة في المدرك والحراك الاستراتيجي للقوى المتنافسة على المكانة والدور في الشرق الاوسط ما بعد التغيير، لكن تلك الأهمية اعترضتها اشكالية تتعلق بمدى إمكانية ايجاد علاقة بين التهديد والامن، وحلاً لتلك الإشكالية استخدمنا الفرضية الاتية:" كلما اقترب التهديد من العمق الاستراتيجي للقوى الفاعلة في الشرق الاوسط ...ازداد التهديد للنظام الدولي، وكلما ازداد التهديد للنظام الدولي... ازدادت الرغبة للتحالف والتآلف الامني ضد مصدر التهديد...فالأقوى يتوازن والأضعف يذعن في تشكيل الامننة "، وهدفنا الى إبراز دور التحالفات والتالفات في تشكيل نظام امني ضد التهديد الحقيقي، ولنصوب عملنا البحثي استخدمنا المنهج التحليلي والمقارن ، وهذا اوصلنا الى نتيجة وهي: القوى التي تواجه التهديد داخل دول التغيير العربي سوف تتحالف متوازنة مع القوى الأخرى لمعارضة القوى الأقوى التي تشكل التهديد في بناء منظومة الامننة، والقوى التي تواجه التهديد سوف تتحالف مع القوى الأكثر تهديداً مذعنة لها في تشكيل منظومة الامننة. The research focuses on the importance of Securitization in the perception and strategic mobility of forces competing for status and role in the Middle East after change, but this importance was challenged by the question of the possibility of creating a relationship between threat and security. In solving this problem we used the following hypothesis:" The threat to the international regime has increased ... and the more the threat to the international regime ... the greater the desire for alliance and security co-operation against the source of the threat ... the stronger and the weaker prevail in the formation of Securitization " ,Our aim is to highlight the role of alliances and The forces facing the threat within the Arab states of change will be allied in a balanced manner with other forces to oppose the strongest forces that constitute the threat to build the system of Securitization, and the forces that Facing the threat will ally itself with the most threatening forces in the formation of the Securitization system.
