العلاقات المدنية العسكرية: دراسة في الأطر النظرية

Abstract

إهتمت هذه الدراسة بأهم الأطر النظرية التي اعتمدها الباحثون في حقل الدراسات السياسية،لتحليل العلاقات المدنية العسكرية.خاصة في الدول النامية التي طالما كانت مسرحا حافلا بالأحداث المرتبطة بتدخل الجيش في السياسة.فقد تم الإعتماد على مجموعة من المقاربات لدراسة هذا الموضوع،والتي تعتبر الأكثر تفسيرا لظاهرة لجوء الجيش للعنف للوصول إلى السلطة،والتي تعتبر ظاهرة ملازمة للأنظمة الأوتوقراطية.تم إتخاذ الحالة المصرية كنموذج للدراسة،من أجل الوقوف على أهم الإشكالات التي تعترض الطريقة الطبيعية لعمل الجيش،ومحاولة استجلاء أهم الدوافع والمحفزات التي تجعل الجيش يتدخل.ولذلك جاءت المشكلة البحثية للدراسة كما يلي:لماذا يتدخل العسكر في السياسة؟فتكون فرضيات الدراسة كمايلي:كلما زاد ضعف المدنيين زادت ميول العسكر للتدخل سياسيا،كلما زادت تهديدات مصالح الضباط زادت ميولاتهم لاستعمال العنف.وبذلك تم تقسيم الموضوع وفقا للمحاور التالية:أولا أهم الأطر النظرية التي عالجت العلاقات المدنية العسكرية،وثانيا الظوابط التي تحكم العلاقات المدنية العسكرية،ثم ثالثا دوافع عودة العسكر للحكم في مصر سنة 2013،وبعدها استنتاجات الدر اسة التي تمثلت في أن مسألة تدخل العسكر في الحياة السياسية لا تخرج عن الاطر والأنماط التي حددها رواد هذا الحقل من الدراسات،حتى إن الجيش في مصر عاد للسلطة بعد سحبه البساط من تحت الرئيس مبارك وبعدها لم يتوان عن إزاحة الرئيس مرسي المنتخب بعد إحساسه بخطر التهديدات التي قد تشكلها السياسة المنتهجة من طرف السلطة الجديدة. This study is concerned with the most important theoretical frameworks adopted by researchers in the field of political studies, to analyze civil-military relations. Especially in developing countries, which have long been a scene full of events linked to military intervention in politics. A number of approaches have been adopted to study this section of political studies, which are the most explanation for the phenomenon of the army's use of violence to access power, which is a phenomenon inherent to autocratic regimes. The Egyptian situation has been taken as a living example of these relations in order to identify the most important problems facing the natural way of the work of the military and try to clarify the most important motives and incentives that make military thinking of controlling the government .Therefore ,the research problem of the study is as follows:Why do the military intervene in politics?As the more the weakness of civilians increased the tendency of the military to intervene politically,the greater the threats of the interests of senior officers increased their tendency to use violence.Then the topic was divided according to the following themes first the most theoretical frameworks that dealt with civil military relations, Military motives,and then third motives for the return of the military to rule in Egypt in 2013,and then the conclusions of the studies,which was that the issue of military intervention in political life does not go beyond the frameworks and patterns identified by the pioneers of this field of studies,Egypt army returned to power after withdrawing the rug from under President Mubarak and then did not hesitate to remove President Morsi of the national team after feeling the danger of threats that might form the policy of the new authority.
