التمكين من حقوق الإنسان: متطلباته وموانعه في الوطن العربي

Abstract

The recognition of human rights must not just be enshrined in law texts for individuals must know how these rights are implemented in their daily life and be able to claim them. This will help both in the defence of human rights and the respect of other people's rights. Therefore, teaching human rights, raising awareness and spreading the culture for their empowering are an investment for the future in a sense that they create opportunities for the future generations. Indeed, this is a prerequisite for human rights empowerment in the Arab societies where human rights culture is absent. Furthermore, the human rights empowerment approach aims at many other requirements namely enhancing the level of human development, economic growth, imposing distributive justice between the present and future generations so as to fully preserve their opportunities, building a participative culture at all political and civil levels, good governance and environment protection culture to avoid the dissipation of natural resources in the Arab world yet, widespread corruption, political violence, increasing rates of poverty and the deterioration of the natural environment in the Arab world in addition to external impediments imposed by the international environment on the latter hinder the achievement of these aims. إن الاعتراف بحقوق الإنسان في النصوص القانونية لوحده غير كاف لابد من تمكين الأفراد من معرفة صلة حقوق الإنسان بحياتهم اليومية وكيفية المطالبة بها، لأن هذا يساعد على الدفاع عن حقوق الإنسان وعلى احترام حقوق الغير. لهذا فإن تعليم حقوق الإنسان والتربية عليها ونشر ثقافتها للتمكين منها يشكل استثمارا للمستقبل لأنه يخلق فرصا للأجيال القادمة. ويعد هذا من المتطلبات الأساسية التي يستوجبها التمكين من حقوق الإنسان في البيئة العربية في ظل غياب ثقافة حقوق الإنسان في هذه البيئة. كما أن هناك العديد من المتطلبات الأخرى التي تسعى مقاربة التمكين من حقوق الإنسان إليها كرفع مستوى التنمية الإنسانية، والنمو الاقتصادي مع فرض العدالة التوزيعية بين الجيل الحالي و بين الأجيال، لعدم تبديد فرص الأجيال القادمة، ومحاولة بناء ثقافة المشاركة على جميع المستويات السياسية والمدنية، وثقافة الرشادة في التسيير وفي مجال حماية البيئة، لعدم تبديد الموارد الطبيعية في البيئة العربية، وهذا كله نظرا لوجود العديد من الموانع التي تحول دون ذلك، كانتشار الفساد والعنف السياسي، وارتفاع معدلات الفقر، وتدهور البيئة الطبيعية في الوطن العربي، مع وجود العديد من الموانع الخارجية التي تفرضها البيئة الدولية على البيئة العربية.
