Abstract

The process of citizen participation in local elections in Algeria is of great importance, because it is a major mechanism of democratic practice on the one hand, and on the other hand, because it is a practice that has been carried out at many stages in the history of independent Algeria, which have been affected by a set of circumstances, factors and principles that have accompanied each time the process of reforming the electoral system through different and various periods, as a mechanism to activate the political reform processes, that permanently accompany the legal amendment of the constitutional document. Also, the idea of citizenship is one of the most important principles that have a great role in defining the parameters of the electoral participation of citizens, in particular at the local level, which is the first step of the decision-making processes at this level, which appears as a final result in the nature and quality of the locally elected people's councils, because they are decentralized bodies constitutionally and legally recognized, and are responsible for ensuring the continuity of the participatory work of the citizen in his various local affairs, and by various possible legal means. تعتبر عملية مشاركة المواطن في الانتخابات المحلية في الجزائر ذات أهمية بالغة، باعتبارها آلية رئيسية ضمن الممارسة الديمقراطية من جهة، ومن جهة أخرى كونها ممارسة تحققت في عديد المحطات عبر تاريخ الجزائر المستقلة، والتي تأثرت بجملة من الظروف، والعوامل، والمبادئ، التي كانت مصاحبة في كل مرة لعمليات الإصلاح الخاصة بالمنظومة الانتخابية عبر فترات مختلفة، ومتباينة كآلية لتفعيل عمليات الإصلاح السياسي المرافقة دائما لتعديل الوثيقة الدستورية من الناحية القانونية. وكما تُعد فكرة المواطنة من أهم المبادئ التي لها دور كبير في تحديد معالم المشاركة الانتخابية للمواطن خاصة على المستوى المحلي الذي يُعد الخطوة الأولى في عمليات صنع القرار على هذا المستوى، والذي يتجسد كنتيجة نهائية في طبيعة، ونوعية المجالس الشعبية المنتخبة محليا باعتبارها الهيئات اللامركزية المعترف بها دستوريا، وقانونيا، والتي تُسند لها مهمة ضمان استمرارية العمل التشاركي للمواطن في مختلف شؤونه المحلية، وبشتى الوسائل القانونية الممكنة.
