Résumé:
This thesis examines the nature of the role of violent non-state actors in the
Middle East region and their impact on regional policies by examining the security
policy of the Lebanese Hezbollah in the Middle East after the events of September
11, 2001, focusing on the outputs of the political and security behavior of the party
in its internal and regional interactions. The environment is vulnerable to violent
intrusions regionally and internationally, and to identify the factors of power and
influence, that the party succeeded in absorbing and developing within the process
of institutionalizing the resistance and output as a hybrid security policy in light of
his competition with the Lebanese state.
In order to understand the various aspects of the subject within the field of
security studies, the subject of security is a central concept across the different
stages of research, in view of the modernization processes and the transition from
the narrow / military sense to expanded security / human security with the
constructivism school, where the research presented a new analytical framework
combining (Realism), as well as the influence of identity and ideology in building
Hezbollah’s regional security policy (structuralism), threats that still plague the
Middle East.
In light of these security complexities and the political / ideological divisions that
characterize the situation regionally, Hezbollah's role in the region appears to have
been subject to serious security exposure after the Syrian crisis of 2011, extending to
its strategic depth and creating a hostile environment, To undermine or at least
undermine its military capabilities and limit its ambitions and political and security
influence. This led party to further consolidate power relations by establishing
strategic relations in solidarity with his Iranian and Syrian allies. تسعى هذه الاطروحة الى الاحاطة بطبيعة دور الفواعل العنيفة من غير الدول منطقة الشرق الاوسط و تاثيرهم في السياسات الاقليمية، من خلال دراسة السياسة الامنية لحزب الله اللبناني في منطقة الشرق الاوسط بعد احداث 11 سبتمبر 2001، و ذلك بالتركيز على مخرجات السلوك السياسي و الامني للحزب في تفاعلاته الداخلية و الاقليمية في ظل بيئة معرضة للاختراقات العنيفة اقليميا و دوليا، و الوقوف على معاملات القوة و التاثير و النفوذ التي نجح الحزب في استيعابها و تطويرها في اطار عملية ماسسة المقاومة و اخراجها كسياسة امنية هجينة في ظل تنافسه مع الدولة اللبنانية. و لاستيعاب مختلف جوانب الموضوع ضمن حقل الدراسات الامنية، يعتبر موضوع الامن مفهوم محوري عبر مختلف اطوار البحث، بالنظر الى عمليات التحديث التي طرات عليه و الانتقال من المعنى الضيق / العسكري الى الامن الموسع / الامن الانساني مع المدرسة البنائية، حيث قدم البحث اطار تحليلي جديد يجمع ما بين فرضيات المدرسة الواقعية و المدرسة البنائية، من خلال استمرار مدركات التهديدات الامنية الصلبة (الواقعية)، و كذا تاثير الهوية و الأيديولوجية في بناء السياسة الأمنية لحزب الله اقليميا (البنائية)، وهي تهديدات ما تزال تطبع منطقة الشرق الاوسط. و في ظل هذه التعقيدات الامنية و الانقسامات السياسية / الأيدلوجية التي يتسم بها الوضع اقليميا، يبدوا أن دور حزب الله اللبناني في المنطقة أصبح أمام انكشاف أمني خطير بعد الأزمة السورية عام 2011، حيث امتد إلى عمقه الاستراتجي و خلق بيئة معادية، في ظل تزايد و تنوع ادوات استهدافه من أجل ثنيه أو على الأقل تقويض قدراته العسكرية و تحجيم طموحاته ونفوذه السياسي و الأمني. الأمر الذي دفعه إلى زيادة تثبيت معاملات القوة بنسج علاقات إستراتجية تضامنية مع حلفائه الإيرانين و السوريين.
