الحوكمة البيئية في الجزائر

Abstract

Environmental governance is one of the modern approaches in the field of political science which has attracted the interest of many researchers. This interest was shown in its first world-wide picture framed by many theoretical changes in an attempt to control this concept and define its network of interactions,(actors, mechanisms, rules). Hence, this thesis is intended to address the problem of environmental governance at the national level by applying to the situation of Algeria and by allocating a level of its sectoral policies, namely the management of medical wastes. The thesis was divided into three chapters that contain a set of investigations, which in turn involve elements that are subdivided in the form of requests for knowing the details of the research. Accordingly, the first chapter contains the conceptual and theoretical frameworks for the approach of governance and environmental governance. The second chapter dealt the evolution of environmental governance in Algeria, the role of various actors at the formal and informal levels of national environmental governance and the most important challenges to achieving this path. The third chapter of the thesis highlights the managing of medical wastes in Algeria, the main challenges facing the governance of national health governance and the mechanisms that will activate the environmental governance process in the field of medical wastes management to conclude the study by formulating the most important mechanisms to achieve effective national environmental governance. تعتبر الحوكمة البيئية من المقاربات الحديثة في حقل العلوم السياسية والتي حظيت بإهتمام العديد من الباحثين وهو ماظهر في أول صورها على نطاق عالمي أطرته العديد من التغيرات النظرية في محاولة لضبط هذا المفهوم من جهة وتحديد شبكة تفاعلاته (الفواعل،الآليات،القواعد،،،) من جهة أخرى، وعليه فقد جاءت هذه الأطروحة لمعالجة إشكالية الحوكمة البيئية على المستوى الوطني بالتطبيق على حالة الجزائر وبتخصيص مستوى من مستويات سياساتها القطاعية والمتمثل في تسيير النفايات الطبية . تم تقسيم الأطروحة إلى ثلاثة فصول تحتوي على مجموعة من المباحث والتي بدورها تنطوي على عناصر متفرعة في شكل مطالب للإلمام بتفاصيل البحث وعليه فقد تضمن الفصل الأول الإطار المفاهيمي والنظري لمقاربة الحوكمة والحوكمة البيئية ،أما الفصل الثاني فقد عالج تطور مسار الحوكمة البيئية بالجزائر ودور مختلف الفاعلين على المستويين الرسمي وغير الرسمي في الحوكمة البيئية الوطنية وأهم التحديات التي تواجه تحقيق هذا المسار . يسلط الفصل الثالث من الأطروحة الضوء على تسيير النفايات الطبية بالجزائر وأهم التحديات التي تواجه الحوكمة الصحية الوطنية وبحث الآليات التي من شأنها تفعيل مسار الحوكمة البيئية في مجال تسيير النفايات الطبية لتتوصل الدراسة بالختام لصياية أهم الآليات التي من شأنها تحقيق حوكمة بيئية وطنية فعالة .
