بنية النظام الإقليمي العربي في ظل محددات النسق الدولي الجديد

Abstract

L’Objet de la structure du système régional arabe en vertu des déterminants de la nouvelle structure internationale (l'étude du la troisième guerre du Golfe autant que Modèle), se classe parmi les études régionales les plus récentes dans les relations internationales, où elle est apparue dans les années soixante et évoluer dans les années soixante-dix. Paradoxalement ses premières racines remontent à la polémique qui a prévalu entre les partisans régionaux et mondiaux après la fin de la Seconde Guerre mondiale, aussi bien aux diverses études de l’intégration, en particulier le néo-fonctionnalisme qui est concentré sur l'intégration au niveau régional, ensuite il est apparu plusieurs changements après la fin de la guerre froide, surtout après l'émergence du néo-régionalisme, tout cela peut traduire cette focalisation accrue sur l'étude des systèmes régionaux et l'analyse au niveau du système régional. Cette étude est une contribution à des études théoriques des systèmes régionaux, qui se redresse sur l’hypothèse de la capacité du régime arabe de continuer autant que système régionale différenciée dépend de la façon dont ses unités interagissent avec les superpuissances, surtout les politiques américaines qui visent ses frontières et le système des valeurs qui gère ses interactions et sa sécurité. En testant la pertinence de cette hypothèse on pourra mettre fin à la polémique qui prévaut que le système arabe s’est effondré dès l'occupation de l'Irak ou il est encore debout, en outre, l'étude permettra de tester un grand nombre de thèses relatives à la relation de ces régimes arabes avec les puissances internationales, en particulier les États unis et d'autres pays tel que l’Union Européenne, la Russie, la Chine, où elle va révéler comment le système arabe interagit sous une seule polarité, et dans le cas que l'une de ses unités déchoit sous l'occupation de l’unipolaires. La recherche a conclu que l'impact du nouveau système international dans l'ordre régional arabe après la troisième guerre du Golfe au niveau de ses frontières, ses valeurs et sa sécurité, avec la capacité d'adaptation et la continuité du système avec l'événement. The topic of Arab regional system structure in the light of specific pattern of new countries (e.g., the study of Third Gulf War) is considered as one of the regional modern studies in international relations. This topic has been appeared in the sixties and developed in the seventies. its first roots despite of this fact , its roots go back to both the prevailing controversy among the regional global advocates after the second world war and the different integration especially the new functional that focuses on the integration at the regional level . Thus, a set of changes has come after the end of the cold war especially after the new regional appearance as a reason to increasingly focus on the studies of regional systems and the analysis at the level of regional system. In addition, this current study is a theoretical contribution in the various studies of regional systems. It is based on the hypothesis that the Arabic system’s competence to be continued as a distinct regional system depends more on the manner that its unites interact with the great power especially with the U.S policies which intend to attack its borders and its governing system of norms for its interaction and security. It is possible also to test its feasibility in order to confirm whether the Arab system has been collapsed once Iraq was occupied or not yet. Above all, this study will test various topics which are interested in the relation of the Arab systems with the national powers including the United State of America and other countries such as the European Union, Russia and China. The current study will explore also the way the Arab system uses to interact under the unipolarity and under the incidence of its units in the occupation of the unipolarity. Summing up, this research has arrived at the impact of new pattern in the Arab regional order after the Third Gulf War at the level of its borders, values, and security, with its continuity in adapting the current events. يندرج موضوع بنية النظام الاقليمي العربي في ظل محددات النسق الدولي الجديد (دراسة حرب الخليج الثالثة نموذجا)، ضمن الدراسات الاقليمية التي تعد من الدراسات الحديثة في العلاقات الدولية، حيث ظهرت في الستينات و تطورت في السبعينات، الا ان جذورها الاولى تعود الى الجدل الذي كان سائدا بين دعاة الاقليمية و العالمية بعد نهاية الحرب العالمية الثانية، و الى مختلف دراسات التكامل ولا سيما الوظيفة الجديدة التي تركز على التكامل في المستوى الاقليمي، وجاءت عدة تحولات بعد نهاية الحرب الباردة خاصة بعد ظهور الاقليمية الجديدة، لتكون سببا في زيادة التركيز على دراسة النظم الاقليمية، و التحليل على مستوى النظام الاقليمي. و تعد هذه الدراسة اسهاما نظريا في دراسات النظم الاقليمية، و هي تنهض على فرضية ان قدرة النظام العربي على الاستمرار كنظام اقليمي متمايز تتوقف على كيفية تفاعل وحداته مع القوى العظمى، و خصوصا السياسات الامريكية التي تستهدف حدوده و منظومة القيم الحاكمة لتفاعلاته و امنه، و الذي يمكن من خلال اختبار صحتها وضع حد للجدل السائد حول ما اذا كان النظام العربي قد انهار بمجرد احتلال العراق ام لا زال قائما، فضلا عن ان الدراسة ستختبر العديد من الاطروحات المتعلقة بعلاقة تلك النظم العربية بالقوى الدولية، و في مقدمتها الولايات المتحدة و الدول الاخرى كالاتحاد الاوروبي و روسيا و الصين، حيث ستكشف عن الكيفية التي يتفاعل بها النظام العربي في ظل احادية قطبية، و في ظل وقوع احدى وحداته تحت احتلال القطب الاوحد. و قد خلص البحث الى تاثير النسق الدولي الجديد في النظام الاقليمي العربي بعد حرب الخليج الثالثة على مستوى حدوده و قيمه وامنه، مع قدرة النظام و استمراريته في التكيف مع الحدث.
