التغيير السلمي و تحولات القوة في النظام الدولي

Abstract

تشكل القوى العظمى الصاعدة تحديات عميقة للنظام الدولي، و التي يمكن ان تثير حروب الهيمنة و تغييرات مهمة في ميزان القوى و الطابع المعياري و المؤسسي للسياسة الدولية. فتاريخيا، حدثت العديد من التحولات في الماضي من خلال الحرب. و مع ذلك، فان الحرب ليست المصدر الوحيد للتغيير في السياسة العالمية، و يذكر صعود الصين اليوم رجال الدولة بالحاجة الى عدم تكرار اخطاء القرن العشرين. فالتغيير البنيوي في الانظمة الدولية قد يحث عبر اليات مختلفة عما كانت عليه في الماضي، مما يشير الى انه قد يكون من الاسهل ادارته بشكل سلمي مقارنة بانتقالات القوة السابقة. و عليه، يعد موضوع التغير السلمي و تحولات القوة في النظام الدولي احد المواضيع الهامة التي تستحق اهتماما اكبر من علماء العلاقات الدولية. و تاتي هذه الدراسة للبحث في امكانية ادارة انتقال القوة و التغير في الانظمة الدولية بشكل سلمي. مفترضة بان الانتقال السلمي للقوة ينتج عن عملية التقارب الفكري و التفاوض الضمني و الصريح حول الافكار و الهوية بين القوى العظمى اكثر بكثير مما ينتج عنه التسويات او التفاوض على التوازن المادي للقوة. Rising great powers pose substantial challenges to the international order, which can provoke hegemonic wars and significant changes in the power balance, as well as the normative and institutional politics. Historically, many transformations occured in the past through warfare. However, war is not the only driver of change in global politics, and the rise of China today reminds policymakers of the need of not repeating the mistakes of the twentieth century. Structural change in international systems could be produced through different mechanisms than in the past. implying that it could be easier to manage peacefully than prior power transitions. Accordingly, the issue of peaceful change and power shifts in the international system is one of the important topicsthat deserve greater attention from scholars of international relations. Therefore, this study looks on the possibilities of managing power transitions and changes in international systems in a peaceful manner. Ultimately, the research paper argues that peaceful power transitions result from a process of intellectual rapprochement and implicit and explicit negotiation of ideas and identities among major powers, rather than compromises or negotiated power balances.
