العدالة البيئية

Abstract

تعد العدالة البيئية نموذجا لحركة اجتماعية - سياسية تكونت نتيجة التوزيع غير العادل للاعباء البيئية لا سيما تلك التي تتحملها المجتمعات المحلية الاشد فقرا. و تقوم تلك الاخيرة على الجمع بين حماية البيئة و الحقوق المدنية من خلال توضيح القضايا البيئية من منظور العدالة الاجتماعية باستخدام المواضيع المتعلقة بالعرق و الجندر و الطبقة في السياق البيئي. يستوجب المنظور النظري لتعريف العدالة البيئية ان يكون بطريقة ثلاثية ليشمل قضايا الاعتراف و المشاركة على حد سواء مع قضايا التوزيع. هذا التحول الخطابي - في تحديد قضايا الاعتراف و المشاركة كمسائل للعدالة - ادى الى توحيد الحركات القائمة على حماية الانسان و الطبيعة من خلال الجهود التي تبذلها حركة العدالة البيئية في اقناع واضعي السياسات العامة بضرورة معالجة التفاوتات البيئية و تحسينها. لذا تعد النداءات المتصاعدة من اجل العدالة البيئية هي بالاساس و بكل بساطة "دعوات للمساواة"، من خلال تطوير ادوات و استراتيجيات للقضاء على الظروف و القرارات غير المصنفة. لذا يجب استخدام العدالة البيئية بشكل متزايد في تطوير قواعد القانون البيئي، للاشارة الى الشمولية في معالجة المشكلات البيئية العالمية و الوطنية و الشعبية. Environmental justice is a model for a socio-political movement that was formed as a result of the unfair distribution of environmental burdens, especially those borne by the poorest communities; the latter is based on a combination of environmental protection and civil rights by clarifying environmental issues from a social justice perspective using themes related to race, gender and class in an environmental context. The theoritical perspective of defining environmental justice requires that it be in a tripartite way to include issues of both recognition and participation with issues of distribution, this rhetorical shift - in defining issues of recognition and participation as issues of justice - has led to the unification of movements based on the protection of man and nature through the efforts of the environmental justice movement in persuading public policy makers of the need to adress and improve environmental inequalities, so the mounting calls for environmental justice are essentially and simply "calls for equality" through the development of tools and strategies to eliminate unfair conditions and decisions, so environmental justice must be increasingly used in the development of rules of law Environmental refers to comprehensiveness in addressing global, national and popular environmental problems.
