الإدارة المحلية بين واجب الخدمة العمومية و معوقات الإيرادات المالية

Abstract

The public service is considered to be of the core of tasks executed by the local collectivities, as they are the closest administration to the citizen and his concerns, on this basis, the Algerian legislator granted them a set of competencies and powers to be executed and done by them. The success of these units in the realization and the activation of these competencies turning them into concrete reality, especially those of services, relies on the extent of availability of necessary sufficient means especially financial ones, in accordance to the situation of local collectivities in Algeria and the quality of public service offered to the population. This study aims at diagnosing the reality of these services and the sufficiency of financial sources devoted to them, moving on to the attempt of offering the most important effective solutions to rise up with the quality of offered public services to meet the expectations of citizens. تعد الخدمة العمومية من صميم المهام التي تباشرها الجماعات المحلية باعتبارها اقرب ادارة للموطن و انشغالاته، و على هذا الاساس منح المشرع الجزائري جملة من الاختصاصات و الصلاحيات التي تسهر على ادائها و تنفيذها، غير ان نجاح هذه الوحدات في تحقيق و تفعيل هذه الاختصاصات الى واقع ملموس، و خاصة منها الخدماتية يتوقف على مدى توفر الوسائل اللازمة و الكافية لا سيما المالية منها، و نظرا لوضعية الجماعات المحلية في الجزائر و نوعية الخدمة العمومية المقدمة من طرفها للمواطنين. تاتي هذه الرسالة لتشخيص واقع هذه الخدمات و مدى كفاية الموارد المالية المرصودة لها، و من ثم محاولة تقديم اهم الحلول الناجعة للنهوض بنوعية هذه الخدمات العمومية و ذلك بما يرقى الى طموح و تطلعات المواطنين.
