الخدمات الإلكترونية و ترقية الإدارة المحلية

Abstract

The local administration is considered as a type of modern administrative organization and an intermediary link between the central authority and the local citizen, through it, the state begins to meet the needs and concerns of the citizen, but it no longer keeps pace with the requirements of the time and its developments and instead of being a solution to the problems it has become the problem that troubles the local population, due to the delayand slow in the completion and implementation of the citizen request, which necessitated the adoption of new administrative methods that are more quicker and accurate, as an alternative to provid a highquality public service, then the traditional method of public services, represented in electronic management in response to various changes. The electronic management is considered one of the domain that its interest has been increased in the modern era as a result of the development of information and communication technology systems, this alternative leads to a series of successive changes in order to improve administrative activities, so most governments, including Algeria, began to convert their traditional management to electronic management in order to respond quickly and qualitatively to the needs of the citizens. The qualification of the local administration has become one of the government's priorities to develop its management and that electronic management is no longer a project, but a reality in many countries where time and distances are shortened and burdens are reduced and that the Algerian experience in providing electronic public services is considered a turning point. It is important to deal with citizens in a better and easier way and to allow access to a greater amount of informations and services and to create interactive relationships with citizens by providing them with services commensurate with their desires and aspirations even though this matter still lacks a lot of effort and planning. تعتبر الإدارة المحلیة نمط من أنماط التنظیم الإداري الحدیث و حلقة وسیطة التي تربط بین السلطة المركزیة و المواطن المحلي، فهي تباشر من خلالها الدولة تلبیة حاجیات و انشغالات المواطن، إلا أنها لم تعد تواكب مقتضیات العصر و مستجداته و بدلا من أن تكون حلا للمشاكل أصبحت هي المشكل الذي یؤرق السكان المحلیین، بسبب تماطل و بطء في انجاز و تنفیذ طلبات المواطن، مما حتم علیها تبني أسالیب إداریة جدیدة أكثر سرعة و دقة كبدیل لتقدیم خدمة عمومیة راقیة عن ذلك الأسلوب التقلیدي للخدمات العمومیة تتمثل في الإدارة الإلكترونیة استجابة للتغیرات المختلفة و رغبة منها في البقاء. یعتبر موضوع الإدارة الإلكترونیة من المجالات التي ازداد الاهتمام بها في العصر الحدیث كنتیجة لتطور تكنولوجیا نظم المعلومات و الاتصال، إذ یؤدي الاعتمادعلى هذا البدیل إلى إحداث سلسلة من التغیرات المتلاحقة بغیة تحسین أنشطة الإداریة، لذا سعت جل الحكومات بما فیها الجزائر إلى تحویل إدارتها التقلیدیة إلى إلكترونیة من اجل الاستجابة السریعة و النوعیة لاحتیاجات الأفراد. تأهیل الإدارة المحلیة أصبح من أولویات الحكومة لتطویر إدارتها، و أن الإدارة الإلكترونیة لم تعد مشروعا بل واقعا معاشا في الكثیر من الدول تختزل فیه الأوقات و تقلص المسافات و تتضاءل فیه الأعباء و أن التجربة الجزائریة في مجال تقدیم الخدمات العمومیة الإلكترونیة تعتبر نقطة تحول هامة للتعامل مع المواطنین بطریقة أحسن و أسهل و السماح بالوصول إلى قدر أعظم من المعلومات و الخدمات، وخلق علاقات تفاعلیة مع المواطنین من خلال تزویدهم بخدمات تتناسب ورغباتهم و تطلعاتهم، و ان كان هذا الأمر لا زال یفتقر إلى الكثیر من الجهد و التخطیط.
