التحول نحو الحكومة الإلكترونية في الجزائر

Abstract

The current research deals with the real implementing of electronic government in Algeria, and it aims to analyze and evaluate the level that it reached taking into consideration the efforts, the mechanisms used to develop it, the extent of respect the steps of its application and the pursuit to benefit from its available chances. In this humble research, we adopted the method of case study when we treat the reality of electronic government’s application in Algeria, its evaluation and the auditing of the effort made for the sake of realizing the strategy of transformation. The systemic analysis approach is adopted also in analyzing the interconnection and interaction of electronic government inputs within each other to get the outputs needed which is the success of the electronic government and get benefits from its privileges. The final results of this research stated that though the great and ambitious plans and strategies putted by the Algerian government, the application of electronic government is still too late, and is just a partial application in which each governmental sector tries- independently- to use electronic government in providing its services. Also, diagnosing the electronic websites to all the governmental sectors confirms this result through the online services it provides and it is in its first stages of the application of electronic government, which is « electronic publishing » and « one-way interaction». Being late and weak in the implementation of the electronic government in Algeria is the result of some barriers and obstacles that stand against its application. Thus, this situation needs a forward vision which includes a set of mechanisms that should be taken to find the suitable solutions and guarantee the ongoing application of the electronic government in Algeria successfully. تتناول الدراسة الحالية واقع تطبيق الحكومة الالكترونية في الجزائر، و بذلك فهي تهدف الى تحليل المستوى الذي وصلت إليه وتقیيمه، مع الأخذ بعین الاعتبار الجهود المبذولة والآليات المسخرة من أجل تطويرها، مدى احترام مراحل إنفاذها والسعي إلى الاستفادة من الفرص المتاحة بموجبها. اعتمدنا في هذه الدراسة على منهج دراسة حالة عند معالجة واقع تطبیق الحكومة الإلكترونية في الجزائر، تقیيمه ومعاینة الجهود المبذولة من أجل تنفیذ استراتیجة التحول، مع الاستعانة بمقترب التحلیل النسقي في تحلیل ترابط مدخلات الحكومة الإلكترونية وتفاعلها فيما بینها من أجل الحصول على المخرجات المطلوبة وهي نجاح إنفاذ الحكومة الإلكترونية والاستفادة من مزاياها. أسفرت النتائج النهائية لهذه الدراسة على أنه، رغم الخطط والاستراتیجيات الضخمة والطموحة التي وضعتها الدولة الجزائرية، ما زال تطبیق الحكومة الإلكترونية يعرف تأخرا كبیرا، ولا یتعدى كونه تطبيقا جزئيا، يحاول فيه كل قطاع حكومي - مستقلا - إحلال الأنموذج الإلكتروني في تقديم خدماته. كما أن تشخيص المواقع الإلكترونية لكل القطاعات الحكومية تؤكد هذه النتیجة من خلال الخدمات التي تقدمها على الأنترنت والتي لا تزال في المراحل الأولى من تطبیق الحكومة الإلكترونية وهي "النشر الإلكتروني" و"التفاعل في اتجاه واحد". هذا التأخر والضعف في إنفاذ الحكومة الإلكترونية في الجزائر، هو نتیجة وجود جملة من العراقیل والمعوقات التي تعترض هذه العملية وتحول دون تجسیدها، مما يستلزم وضع رؤية استشرافية تتضمن جملة الآليات الواجب اتخاذها من أجل وضع الحلول المناسبة وضمان استكمال تطبیق الحكومة الالكترونية في الجزائر بنجاح.
