أزمة الدولة في إفریقیا

Abstract

The thesis attempts to analyze the role of the constructivist approach in interpreting the impact of the ethno-identity factor shaping the state crisis in Africa. The approach focuses in part on its research on the dimension of identity and ethnic groups in political practices at the internal and external levels of the state, inside the black box of the state. Through the constructivist approach the complex dynamics produced y the ethnoidentity factor can be analyzed in the socio-political, economic and security construction of the Africa countries in light of the social value ad ethno-identity dynamics, especially the role of colonialism, which created a negative relationship between social change and political change and its impact in re-shaping the relationship between the state ad society through the politicization of ethnicity and social relations, the absence of established rule for the exercise ad transfer of power, and instability at the level of political institutions, which made military coups the hallmark of political systems in Africa, as well as the lack of state control over many regions because of internal conflicts of ethnic, tribal and regional character in light of the weakness of institutionalization.This was reflected in the various new patrimonial practices in the internal interactive field between the mechanisms of power and the society that produced deeply disassociated and complex relationships. In addition to the ethnic conflicts that represented the height for the internal imbalances, the wide range of imbalances opened up to accommodate new variables and different analytical units that exacerbated the internal imbalances and the installation ad acceleration of the factionalism ad multiplicity of factors, all have a negative impact o the failure of the state and the disruption of process of rebuilding the post-colonial country in Africa. تحاول الأطروحة إبراز دور المقاربة البنائیة في تفسیر أثر العامل الإثني-الهویاتي في تشكیل أزمة الدولة في إفریقیا كون المقاربة تركز في جزء من برنامج بحثها عل البعد الهویاتي و الجماعات الإثنیة في الممارسات السیاسیة عل المستوى الداخلي و الخارجي للدولة المرتبطة بالأفكار التي تسیر نمط العلاقات بین الفواعل داخل العلبة السوداء للدولة. من خلال المقاربة البنائیة یمكن تحلیل الحركیات المعقدة التي أنتجها أثر العامل الإثني-الهویاتي في البناء السوسیو-سیاسي،الاقتصادي و الأمني لدول إفریقیا في ظل الدینامیات الاجتماعیة،القیمیة والإثنو- هویاتیة،خاصة دور الاستعمار الذي خلق علاقة سلبیة بین التغیر الاجتماعي والتغیر السیاسي و أثره في إعادة صیاغة العلاقة بین الدولة و المجتمع من خلال تسییس شدید للإثنیة و العلاقات الاجتماعیة، وعدم وجود قواعد مرسخة لممارسة و انتقال السلطة، وانعدام الاستقرار على مستوى المؤسسات السیاسیة،الأمر الذي جعل الانقلابات العسكریة السمة الممیزة للأنظمة السیاسیة في إفریقیا،فضلا عن عدم سیطرة الدولة على العدید من الأقالیم بسبب الصراعات الداخلیة ذات الطابع الإثني و القبلي والجهوي في ظل ضعف كبیر في المأسسة. وانعكس ذلك في مختلف الممارسات التسلطیة النیوباتریمونیالیة في المجال التفاعلي الداخلي بین آلیات السلطة و المجتمع التي أنتجت علاقات مفككة بشكل عمیق و مركب، إضافة على النزاعات الإثنیة التي مثلت ذروة الإختلالات الداخلیة إنفتح المجال النزاعي على مصراعیه لیستوعب متغیرات جدیدة ووحدات تحلیلیة مغایرة رفعت من حدة اللاتوازنات الداخلیة و تركیب و تسارع الواقع النزاعي وتعدد الفواعل، كل هذا أثر بشكل سلبي في فشل الدولة و تعطل مسار إعادة بناء دولة ما بعد الاستعمار في إفریقیا.
