النزاعات الإثنية في إفريقيا و إشكالية الأمن و التنمية

Abstract

and development are among the basic pillars that the State of Africa lacks in order to arrive at real solutions to the problems it is experiencing, particularly ethnic conflicts that arise between ethnic groups in multi-ethnic States and can achieve peace among those groups. From multi-ethnic states to create a kind of balance and co-existence among them and maintain security, equitable distribution of wealth and development projects. In order to achieve this goal, it is necessary to create conditions favorable to it by spreading the culture of citizenship among the African peoples, and belonging to the homeland instead of the sense of self versus the other planted among these peoples within the ethnic group, tribal or clan. That is, the propagation and implantation of new common values based on the principle of pluralism within the framework of unity. Nigeria is the container of this study in terms of the number of ethnic groups, languages, religions and cultures, and the enormous human potential and natural resources that it possesses. These resources make it either a component of security and development for the individual if it is rationally exploited away from narrow interests and vice versa. That ethnic diversity and the containment of conflicts in Nigeria can be achieved through development and diffusion in order to achieve a comprehensive and integrated development that ensures the security and interests of all ethnic groups within a single State. الأمن والتنمية من المرتكزات الأساسية التي تنطلق منها الدول للوصول إلى الحلول الحقيقية للمشاكل التي تعاني منها، كما هو الحال بالنسبة لنيجيريا فيما يخص النزاعات الإثنية التي تهدد التساند المجتمعي في الدول ذات التعدد الإثني، كما يمكنها تحقيق السلام بين تلك المجموعات، من خلال التوزيع العادل للفرص وضمان جميع الحقوق لمختلف المجموعات الاثنية، فقد بينت العديد من التجارب في كثير من الدول المتعددة الإثنيات خلق نوع من التوازن والتعايش فيما بينها والحفاظ على الأمن، بالتوزيع العادل للفرص على جميع المستويات. ولتحقيق هذا الهدف لابد من تهيئة الظروف المواتية لها من خلال التنشئة المجتمعية السليمة التي تقوم على مبدأ المواطنة، والايمان الراسخ بأن الوطن ف وق كل اعتبار لدى الشعب النيجيري سواءً الانتماء الاثني أو الديني، مبنية على مبدأ التعدد في إطار الوحدة، هذا لتجاوز معضلة النزاعات الاثنية التي أثرت على البناء المجتمعي والمؤسساتي للدولة في نيجيريا. ونيجيريا من حيث عدد المجموعات الإثنية واللغات والديانات والثقافات متعددة جدا، ولها من الطاقات البشرية الهائلة والثروات الطبيعية الكثيرة، هذه الموارد تجعل منها في مصاف الدول الرائدة على المستوى القاري أو حتى الدولي، من خلال ضمان تحقيق الأمن والتنمية واحتواء النزاعات الاثنية، من أجل الوصول إلى تنمية شاملة ومتكاملة تضمن الأمن لكل المجموعات الإثنية ومصالحها في إطار الدولة الواحدة وتجاوز معظلة النزاعات الاثنية.
