تصور مقترح لنظام تقویم أداء مدیري مؤسسات التعلیم الثانوي بالجزائر

Abstract

This thesis aimed at acknowledging the reality of the evaluation system of secondary school director’s performance in Algeria, in relation to modern administrative thinking, and trying to attain a suitable concept for this system, on the basis of this study, with its both theoretical and practical aspects, to realize this aims, a questionnaire was used containing 99 items, being grouped into four chapters, (input, operations, output, and feedback), distributed on a sample of 43 secondary school directors. The statistic treatment has been done by Pearson correlation coefficient, the alpha kronbach coefficient, means, the standards deviations, the (t) test of correlated samples throughout the spss17 program. The research paper result to: - medium availability of the performance assessing system input. - medium availability of the performance operations. - medium availability of the system results. - medium degree of availability the system feedback. - Average level of the importance of the system input. - Average level of the importance of the system operations. - Average level of the importance of the system results. - Average level of the importance of the system feedback. - there are some differences of statistical indication, between the level of availability of system input and its importance level, for the sake of importance. - there are some statistical differences, between the level of availability of system operations and their importance level, except for some assessment errors, and the assessing method. - there are some statistical differences, between the availability level of system outputs and their importance level, for the sake of importance. - there are some statistical differences, between the availability level of system feedback and its importance level, for the sake of importance. These results have lead to some characteristics of the performance assessing system, of secondary school directors, and were used as a basic of building up a suitable concept for this system. هدفت الدراسة إلى تعرف واقع نظام تقویم أداء مدیري مؤسسات العلیم الثانوي في الجزائر، في ضوء معطیات الفكر الإداري المعاصر، ومحاولة التوصل إلى التصور المناسب لهذا النظام بناءا على هذه الدراسة في شقیها النظري والمیداني، ولتحقیق أهداف الدراسة تم استخدام استبانة تضم ( 99 ) بندا موزعة على أربعة محاور (مدخلات، عملیات، مخرجات، تغذیة عكسیة)، تم توزیعها على عینة مكونة من ( 43 ) مدیرا بالتعلیم الثانوي. وتمت المعالجة الإحصائیة من خلال: معامل ارتباط بیرسون، معامل ألفا كرونباخ، المتوسطات الحسابیة، الانحرافات المعیاریة، اختبار (ت) للعینات المرتبطة، باستخدام .spss برنامج 17 وتوصلت الدراسة إلى النتائج التالیة: - توفر مدخلات نظام تقویم الأداء بدرجة متوسطة. - توفر عملیات النظام بدرجة متوسطة. - توفر نتائج النظام بدرجة متوسطة. - توفر التغذیة العكسیة للنظام بدرجة متوسطة. - مستوى أهمیة مدخلات نظام تقویم الأداء متوسط. - مستوى أهمیة عملیات النظام متوسط. - مستوى أهمیة نتائج النظام متوسط. - مستوى أهمیة التغذیة العكسیة للنظام متوسط. - توجد فروق ذات دلالة إحصائیة بین مستوى توفر مدخلات النظام ومستوى أهمیتها لصالح الأهمیة. - توجد فروق ذات دلالة إحصائیة بین مستوى توفر عملیات النظام ومستوى أهمیتها لصالح الأهمیة، ما عدا بعدي أخطاء التقویم، وأسلوب التقویم. - توجد فروق ذات دلالة إحصائیة بین مستوى توفر مخرجات النظام ومستوى أهمیتها لصالح الأهمیة. - توجد فروق ذات دلالة إحصائیة بین مستوى توفر التغذیة العكسیة للنظام ومستوى أهمیتها لصالح الأهمیة. وفي ضوء نتائج الدراسة تم التوصل إلى بعض خصائص نظام تقویم أداء مدیري مؤسسات التعلیم الثانوي، والتي تم الاعتماد علیها في بناء تصور ملائم لهذا النظام.
