أنماط التراجع عن الديمقراطية

Abstract

Statistical data shows a steady pattern of decline on the indicators of democracy and political liberties since the beginning of this century. This came in the wake of a wave of transition from authoritarian rule to democracy in most regions of the world. The aim of this paper is to track the different explanations of this situation, and if the decline of democracy is a stand-alone phenomenon, or it is just a temporary phase of stagnation. In a brief presentation of the recent literature, two major trends emerge in comparative politics studies. The first acknowledges the existence of a structural decline, which is likely to turn into a counter-wave, while the second trend emphasizes democracy's resilience and the existence of a misreading of the indicators showing a decline in democracy worldwide. Whatever the differences in reading the experimental data, the decline in the macro and micro indicators of democracy appear in most regions of the world, but this does not diminish the fact that it has become closer to a fixed phenomenon, which casts considerable challenges to democracy as a political philosophy and a system of governance as well . On the other hand, the consistent trend of the decline of democracy in the past two decades presents a cognitive challenge to the field of comparative politics and democracy studies in particular. It appears, at least, that the transitional paradigm no longer still dominate in this subfield. This may open the door for researchers to develop a new subfield within the comparative policy that examines two simultaneous phenomena: the decline of democracy and the resurgence of authoritarianism. It also pushed to the forefront some explanatory factors that were believed to have a secondary role in democratization processes, such as the role of external forces and the effects of transformations in the structure of the global system. تظهر البيانات الاحصائية الخاصة بمؤشرات الديمقراطية والحريات السياسية والمدنية نمطا ثابتا من التراجع منذ منتصف العقد الأول من هذا القرن، وقد جاء ذلك في أعقاب موجة تحول من الحكم السلطوي الى الديمقراطية شملت أغلب مناطق العالم. يهدف هذا البحث الى تبيان التفسيرات المختلفة لهذا الوضع، وهل يتعلق الأمر بظاهرة انحسار للديمقراطية، قائمة بذاتها، أم أنها مجرد مرحلة من الركود سببها حالة اللايقين التي يشهدها النظام الدولي منذ فترة. ومن خلال عرض موجز لأهم الأدبيات التي تناولت الظاهرة بالدراسة في العقدين الماضيين، يبرز توجهان رئيسان في دراسات السياسة المقارنة، يقر الأول بوجود تراجع ذو طبيعة هيكلية، مرشح لأن يتحول إلى موجة مضادة، بينما يذهب الاتجاه الثاني الى التأكيد على قدرة الديمقراطية على الصمود، وأن هناك قراءة خاطئة للمؤشرات التي تظهر وجود تراجع للديمقراطية على المستوى العالمي. ومهما كانت التباينات في قراءة البيانات التجريبية التي تظهر مدى التراجع في المؤشرات الكلية والجزئية للديمقراطية في أغلب مناطق العالم، إلا أن ذلك لا يقلل من كون الأمر صار أقرب الى الظاهرة الثابتة، وهو ما يلقي بتحديات كبيرة أمام الديمقراطية بصفتها فلسفة سياسية ونظام حكم على حد سواء. ومن جهة أخرى يمثل المنحى الثابت لتراجع الديمقراطية في العقدين الأخيرين تحديا معرفيا لحقل السياسة المقارنة، ودراسات الديمقراطية بشكل خاص. ويبدو على الأقل أن برادايم الانتقال لم تعد له الهيمنة في هذا الباب، وهو ما فتح الباب أمام الباحثين لتطوير حقل فرعي جديد ضمن السياسة المقارنة يتناول بالدراسة ظاهرتين متزامنتين هما تراجع الديمقراطية وانبعاث السلطوية. كما دفع إلى الواجهة بعوامل تفسيرية كان يعتقد أن لها دورا ثانويا في عمليات المقرطة، مثل دور القوى الخارجية وتأثيرات التحولات الحاصلة في بنية النظام العالمي.
