سياسة الحماية الاجتماعية في الجزائر

Abstract

تسلط هذه الدراسة الضوء على نظام الحماية الاجتماعية في الجزائر والتحديات التي يواجهها. حاولنا من خلال هذا البحث تشخيص واقع هذه المنظومة والعوامل المختلفة التي تؤثر فيها، مع التركيز على فرص الإصلاح. وتوصلت إلى أن نظام الحماية الاجتماعية في الجزائر -بالرغم من النتائج المحققة- إلا أنه يعاني من مهددات مرتبطة بالاستدامة المالية وضعف نظام جمع البيانات الدقيقة بسبب الاعتماد المتزايد على خزينة الدولة والاتساع غير المدروس للفئات المستفيدة من برامجه. وهذا ما يتطلب استكشاف مصادر تمويل جديدة واستحداث نظام معلوماتي ينسق بين المؤسسات المختلفة ويحوكم الإنفاق العام.

: Abstract

This study sheds light on the social protection system in Algeria and the challenges it faces. Through this research, we tried to diagnose the reality of this system and the various factors that affect it, with a focus on opportunities for reform. It concluded that the social protection system in Algeria – despite the results achieved – suffers from threats related to financial sustainability and the weakness of the accurate data collection system due to the increasing dependence on the state treasury and the unexamined expansion of the categories benefiting from its programs. This requires exploring new sources of funding and developing an information system that coordinates between different institutions and governs public spending.
