Abstract

تهتم هذه الدراسة بمحاولة فهم كيفية تأثير موارد الطاقة على الدور الصيني في القارة الإفريقية لفترة ما بعد الحرب الباردة، لمعرفة ما إذا كانت النشاطات الاقتصادية-الطاقوية الصينية تعتبر عاملا مكرسا لزيادة الفرص التنموية في إفريقيا، أم أنها تؤدي إلى تغليب منطق المصلحة الذاتية الصينية وتكريس الهيمنة، مع ما يترتب عن ذلك من آثار سلبية على دول القارة. وتكمن أهمية الموضوع أنه يعنى بدراسة الموارد الطاقوية ومسألة الأمن الطاقوي كعامل مفسر للسلوك الصيني في إفريقيا، مع ما يترتب عن ذلك من انعكاسات على دول القارة، وكيفية تعامل صناع القرار الأفارقة مع هذا التغلغل لتوسيع فرص الاستفادة منه. ركزت هذه الدراسة على تطور العلاقات الصينية-الإفريقية منذ القديم إلى غاية فترة ما بعد الحرب الباردة، من أجل تتبع الإستراتيجية الصينية في القارة من منظور الأمن الطاقوي، علاوة على محاولة فهم التغلغل الصيني في قطاع الموارد الإفريقية من خلال المبادلات التجارية الطاقوية والاستثمارات الطاقوية الصينية فيها، مع الإشارة إلى دبلوماسية الموارد الطاقوية الصينية في إفريقيا، وأهم التحديات التي تواجهها في تأمين موارد الطاقة فيها، بالإضافة إلى تسليط الضوء على أهم الآثار الإيجابية والسلبية للنشاطات الطاقوية الصينية على القارة الإفريقية. أظهرت الدراسة أن عامل الموارد كان عاملا بارزا وحاسما في تفسير السلوك الصيني في إفريقيا، من خلال تأثيره على طبيعة الدور الصيني في القارة. فالسعي الصيني لتأمين موارد الطاقة الإفريقية أدى في بعض الحالات إلى دعم ومساعدة الدول الإفريقية في مسارها التنموي خصوصا الدول الغنية بالموارد الطاقوية. ومع ذلك، لا يمكن تجاوز الآثار السلبية المتزايدة (سياسيا، اقتصاديا، أمنيا، بيئيا)، والناتجة أساسا عن النفوذ الطاقوي الصيني في القارة، مؤدية إلى تنامي الدور الاستغلالي الصيني لإفريقيا وتكريس منطق المصلحة القائمة على حساب المنفعة المتبادلة. This study is concerned with trying to understand how energy resources affect the Chinese role in the post-cold-war African continent to see if China's economic and energy activities are a factor for increasing development opportunities in Africa or lead to the logic of Chinese self-interest and the consolidation of hegemony, With negative consequences for the countries of the continent. The importance of the topic is that it deals with the study of energy resources and the issue of energy security as an explanatory factor for Chinese behavior in Africa, with implications for the countries of the continent and how African decision makers deal with this penetration to expand the opportunities to benefit from it. The study focused on the development of Sino-African relations from the old to the post-Cold War period, in order to follow the Chinese strategy on the continent from the perspective of energy security, as well as to try to understand the Chinese penetration in the African resources sector through China's energy trade and energy investments, With reference to the diplomacy of China's energy resources in Africa, the most important challenges it faces in securing energy resources in addition to highlighting the most important positive and negative effects of China's energy activities on the African continent. The study showed that the resource factor has been a prominent and decisive factor in the interpretation of Chinese behavior in Africa, through its impact on the nature of the Chinese role in the continent. China's efforts to secure African energy resources have in some cases led to the support and assistance of African countries in their development path, especially those with energy resources. However, the increasing negative effects (political, economic, security, environmental), resulting mainly from Chinese energy influence on the continent, can not be overcome, leading to China's growing exploitative role in Africa and the consolidation of the logic of interest at the expense of mutual benefit.
