الطـابـع المعمـاري في التشـريـع الجـزائـري ودوره في تحقيـق التنـميـة العمـرانيـة المستـدامـة

Abstract

من خلال الطابع المعماري يمكن التعبير على المهارات والمعارف المجتمعة في فن البناء، كما يمكن من خلاله تحقيق التنمية العمرانية المستدامة إذا كان انبعاثا لثقافة ما وترجمة لها، ومراعيا للخصوصيات الجهوية والمحلية، وعليه فحرص المشرع الجزائري على ضمان احترام الطابع المعماري لكلّ منطقة، يعني السعي لأن تكون التجمعات العمرانية انعكاس لثقافة المنطقة المشيّدة فيها وترجمة لعاداتها وتقاليدها، وهذا من صميم التنمية العمرانية المستدامة، وهو الأمر الذي سأحاول الكشف عنه من خلال هذا البحث، وهذا بإجراء دراسة تحليلية لأهم النصوص التشريعية التي وجدت في هذا الصدد، محاولا الإجابة على الإشكالية التالية: إلى أيّ مدى يُسهم الطابع المعماري في تحقيق التنمية العمرانية المستدامة في الجزائر؟The skills and knowledge of the art of construction can be expressed through the architectural character, also on which through the architectual sustainable development can be achieved, if it was a kind of its revival and translation, considering its special regional and local features. Upon on which, the Algerian legislator is keen to ensure the respect of the architectural character of each district. Seeking to adapt the urban communities as a review of their constructed district and a translation of its traditions and costumes, and that are the bottom of the architectual sustainable development. This is what I would try to reveal in this research.Through conducting an analytical study of the most important legistical texts that are found on this issue. In an attempt to answer the following question; To what extent does the architectural character contributes to the architectual sustainable development of Algeria?
