دور الكيـانـات عبـر الـوطنيـة في حمـايـة البيـئـة (الاتحـاد الأوروبـي نمـوذجاً)

Abstract

لم تعد مسألة حماية البيئة قضية داخلية فحسب، بل أصبحت دولية وعالمية، تتطلب من جميع الدول والكيانات والمنظمات الدولية تكثيف جهودها في إطار وضع سياسات عامة وعالمية لإيجاد حلول للمشاكل والتهديدات البيئية التي تهدد حياة الأجيال الحالية وتقضي على مستقبل الأجيال القادمة. ويكتسي إشراك الكيانات عبر الوطنية كالاتحاد الأوروبي باعتباره الكيان الوحيد الناجح نسبيا على مستوى العالم الذي يمثل مجموعة من الدول، أهمية بالغة في قيادة عملية حماية البيئة والحفاظ على استدامتها، فقضية حماية البيئة هي مسؤولية جماعية في المقام الأول ولا يمكن أن تضطلع بها الإدارات الحكومية لوحدها. ومن خلال هذه الدراسة سيتم التركيز على الدور القيادي الذي يلعبه الاتحاد الأوروبي بمختلف أجهزته في حماية البيئة والحوكمة البيئية العالمية، نظرا لآليات عمله المرنة التي ساهمت في تطوير السياسات البيئية وتقويتها للإسهام في التنمية البيئية، سواء في دول الاتحاد أو في العالم، وبالتالي فالدول الأوروبية لا تستطيع تجاوز هذا الكيان المهم. Environmental protection is no longer only an internal issue but an international and global one, requiring all States, entities and international organizations to intensify their efforts in the formulation of public and global policies to find solutions to environmental problems and threats ,which it destroy the lives of present generations and the future generations. The involvement of transnational entities such as the European Union as the only relatively successful entity in the world, is crucial in leading the process of protecting and sustaining the environment, because environmental protection is primarily a collective responsibility and can not be undertaken by government departments alone. This study will focus on the role of the European Union in environmental protection and global environmental governance through these flexibility mechanisms for developing environmental policies to contribute to development of the environment, both in the countries of the Union or in the world, therefore European countries can not overcome this important entity.
