فعالية التنظيم الرسمي في المؤسسة العمومية الجزائرية: دراسة في أثر المعوقات الثقافية

Abstract

يعتبر التنظيم الرسمي الوسيط الحيوي بين المؤسسة ككيان مادي وبشري وبين تحقيقها لأهدافها، ذلك أنه يرتبط ارتباطا عضويا بتوجيه سلوك كل الفاعلين في التنظيم نحو السلوك الصحيح والمتوقع الذي تقره القواعد والقوانين الرسمية لها، وأي خلل يحول دون فعالية التنظيم الرسمي سيؤدي حتما إلى غياب فاعليتها، وبالتالي عدم تحقيقها لأهدافها، وعلى اعتبار أن العوامل الثقافية لها دور كبير في توجيه السلوك الاجتماعي عموما والسلوك التنظيمي على وجه الخصوص، وبالموازاة لما تعانيه المؤسسة العمومية الجزائرية من مشكلات تنظيمية تسعى هذه الدراسة وفقا للتراث النظري والدراسات الإمبريقية. إلى التطرق لأهم المعوقات التي تحول دون فاعلية التنظيم الرسمي في المؤسسة العمومية الجزائرية من وجهة نظر ثقافية.The formal organization is the vital intermediary between the institution as a physical and human entity and its achievement of its objectives.
