الأمـن الإنسـاني في منطقـة الساحـل: نحـو بنـاء مقـاربـة تعـدديـة متسانــدة لتفعيـل منطـق التعـاون بيـن الـدولة والفواعـل غيـر الـدولاتيـة

Abstract

تهدف هذه المقالة إلى إبراز أهمية تعزيز المنطق التشاركي بين الدولة والفواعل غير الدولاتية في مواجهة تهديدات الأمن الإنساني، وذلك بالتركيز على ضرورة توسيع مفهوم الأمن بعيدا عن أولوية الدولة في حماية حدودها الإقليمية وصيانة سيادتها الوطنية في مواجهة أي تهديد خارجي، وإلقاء الضوء على جدلية أمن الدولة والأمن الإنساني في ظل تعرض الفرد لانتهاكات خطيرة تمس أمنه وحقوقه الأساسية حتى داخل حدود دولته، والبحث عن أحسن الطرق والآليات لدعم قدرات الدولة في حالة عجزها وهشاشة أدائها مثل حالة الهشاشة الأمنية في دول منطقة الساحل الإفريقي، والتي تمكن المجتمع الدولي من الوصول إلى تحقيق السلم والأمن الدوليين في سياق أشمل.وباعتبار الأمن الإنساني مقاربة شاملة تستدعي استجابات تعاونية متعددة الفواعل فإن ذلك يدفعنا للتركيز على جدوى إشراك الفواعل غير الدولاتية بالنظر للمزايا النسبية التي تتمتع بها.ويخلص المقال إلى ضرورة الإبقاء على الدولة ودعم دورها في حماية الأمن الإنساني في سياق شبكة مؤسساتية متعاونة تدرج كل من الأفراد والفواعل غير الدولاتية وكذا الدول.This article aims to highlight the importance of strengthening the cooperative logic between the state and non state actors in confronting human security threats, focusing on the need to expand the concept of security beyond the prerogative of the state to defend itself from military threats,and shed light on The possibility that the security of the individual and the state need not coincide or that the state might be a threat to its citizens, i will discuss the best means and mechanisms for empowerment state capabilities as in the case of failed or weak states such as the African Sahel countries, and maintaining international peace and security in the broader context. as a comprehensive approach human security requires multiple actors and cooperative responses, this leads us to focus on the feasibility of the involvement of non state actors Considering its relative advantages. The study concludes by maintaining the support of the state and its role in the protection of human security in the context of an institutional network of collaborators included both individuals and non state actors, as well as states.
