العولمة وتأثيراتها على الحقوق والحريات العامة

Abstract

إن مسار العولمة لم يأت من العدم بل جاء نتيجة تراكم الأحداث التاريخية، بالإضافة إلى ظاهرة تنامي رؤوس الأموال وتعدد الشركات العابرة للقارات وبروز أسواق عالمية جديدة مما أدى إلى صراع بين الدول المتقدمة وعلى رأسها الولايات المتحدة الأمريكية في مواجهة الدول النامية. إن تطور الأفكار والعلوم جاء نتيجة العقل وتوفر المال، لكن الخلاف الحاصل اليوم هو لمن تمنح الأولوية: هل تمنح للعقل أو المال؟ وعند دراسة التراكمات المختلفة السياسية، الاقتصادية، الاجتماعية، التي عرفها العالم من جراء هذه الظاهرة الاقتصادية العالمية المتعددة التسميات عولمة، كوننة، شمولية، وتأثيراتها السلبية المختلفة على استقلالية وسيادة الدول، صار لزاما على هذه الدول أن تحمي كافة حقوق الإنسان (الحقوق والحريات العامة) نذكر منها على سبيل المثال لا الحصر، حق التعبير، حق التملك، حق التنقل...إلخ، وذلك بغض النظر عن أنظمتها السياسية والاقتصادية والاجتماعية. فإشكالية الدراسة تبدأ من: ما العلاقة بين العولمة والحقوق والحريات العامة والتأثيرات المختلفة لتطبيق هذا النمط الاقتصادي العالمي الجديد؟ The concept of globalization didn’t came from nothing but from the accumulation of historical events, in addition to the phenomenon of growing capital and the multiplicity of Transcontinental Companies and the emergence of new international markets, as a result to a conflict between developed countries, especially the United States of America, in the face of developing countries. The development of ideas and sciences is a consequence of reason and the availability of money, but the disagreement today is for those who give priority: Is it granted to the mind or money? In the study of the various political, economic and social accumulations that the world has known as a result of this multifaceted global economic phenomenon, Globalization, or Planetarism, totalitarianism and its various negative effects on the independence and sovereignty of states, these states must protect all human rights, including, but not limited to, the right to expression, the right to own property, the right to move, etc., regardless of their political, economic and social systems. The Problematic of the study begins with: What is the relationship between globalization, rights and public freedoms and the different influences of applying this new global economic model?
