مساعي تحقيق الأمن الغذائي المستدام بالجزائر ورهاناته في ضل تداعيات تحرير التجارة الدولية

Abstract

لقد أصبحت مسألة الأمن الغذائي المستدام في عالمنا المعاصر تعتلي صدارة الإهتمامات الدولية وذلك سببه الإنتشار الواسع والرهيب لمظاهر الجوع ونقص التغذية عبر العالم، وإذا كانت الدول المتقدمة قد قطعت أشواطا كبيرة في سبيل تحقيق أمنها الغذائي، فإن الدول النامية والأقل نمو لا زالت تتخبط في ذات المشكلة وتعاني من حالة التبعية الشبه مطلقة للخارج، هذا الوضع جعل العديد من الدول تسعى لإيجاد الحلول ومن بينها الجزائر التي أصبحت تراهن على دعم وتعزيز قدراتها الإنتاجية وذلك في سبيل تحقيق أمنها الغذائي المستدام على اعتباره يعد حاليا من أهم مقومات السيادة الوطنية، وعليه فإن هدف هذه الدراسة يكمن في تسليط الضوء على واقع المشكلة الغذائية بالجزائر ولا سيما في ضل تداعيات تحرير التجارة الدولية في المنتجات الزراعية، وقد تناولت الدراسة واقع الأمن الغذائي بالجزائر من خلال عرض بعض الإحصائيات ثم التطرق لأهم الأحكام الخاصة بإتفاق الزراعة وبيان أثار نفاذه على المجال الزراعي إنتاجا وتسويقا، وتوصلت الدراسة إلى أن لهذه التحولات فعلا انعكاسات سلبية غير أن الإمكانيات التي تزخر بها بلادنا تجعل من إستراتيجية التنمية المستدامة خيارا من شانه أن يقلص من حجم الآثار المحتملة ويحد من حجم الفجوة الغذائية مستقبلا .The issue of sustainable food security in today's world is at the forefront of international concerns, due to the widespread and terrible spread of hunger and undernourishment throughout the world. If developed countries have made great strides in achieving food security, the developing countries and the least developed countries are still floundering in the same problem and suffer from an almost absolute state of dependency. This situation has led many countries to seek solutions, including Algeria, which has been betting on supporting and enhancing its productive capacities in order to achieve its food security. Sustainable development as one of the most important elements of national sovereignty, Therefore, the aim of this study is to shed light on the reality of the food problem in Algeria, especially in light of the repercussions of the liberalization of international trade in agricultural products. The study examined the reality of food security in Algeria by presenting some statistics and then addressing the most The study found that these changes have negative repercussions, but the potential of our country makes the strategy of sustainable development an option that will reduce the size of the potential impacts and reduce the size of the food gap in the future.
