حجم ظاهرة الاتجار والإدمان على المخدرات في المجتمع الجزائري.

Abstract

نحاول من خلال هذه الورقة البحثية أن نسلط الضوء على ظاهرة بالغة الأهمية في المجتمع الجزائري ،ألا وهي ظاهرة الاتجار بالمخدرات والإدمان عليها،انطلاقا من الإحصائيات الصادرة من طرف الديوان الوطني لمكافحة المخدرات وإدمانها التابع لوزارة العدل الجزائرية،حيث تقوم هذه المؤسسة بنشر بيانات حول الظاهرة سالفة الذكر في شكل تقارير سنوية تخص الحصيلة السنوية للكميات المحجوزة من المخدرات والمؤثرات العقلية من طرف مصالح المكافحة الثلاثة والتي تضم كل من الدرك الوطني ،المديرية العامة للأمن الوطني ،والجمارك ،فالاعتماد على هذه المصادر يعطي لنا صورة واضحة حول حجم الظاهرة على مستوى القطر الوطني ،بالإضافة إلى عدد القضايا المسجلة ،وعدد القضايا المفصول فيها والمتعلقة بالحيازة والاستهلاك والتهريب ،وعدد الأشخاص المتورطين خلال كل سنة،كما تتيح لنا أيضا هذه التقارير معرفة حصيلة نشاط انتداب المدمنين وكيفية توزيعهم حسب الحالة العائلية ،والنوع،والوضعية المهنية. وتشير النتائج المستخلصة من تحليل إحصاءات الديوان الوطني لمكافحة المخدرات إلى الارتفاع في الكميات المحجوزة خلال فترة الدراسة الممتدة ما بين (2017-2020)،و ارتفاع عدد الموقوفين.وتشير النتائج أيضا إلى أن المتورطين في قضايا الاتجار والحيازة والاستهلاك والتهريب ،هم من جنس الذكور،ومن فئة العزاب،وينتمون للفئة العمرية 18-25 سنة.Through this research paper, we try to highlight a very important phenomenon in society which is the phenomenon of drug dealing and addiction. Statistics are issued by the National Office for Drug Control and Drug Addiction of the Algerian Ministry of Justice, where this institution publishes data about the aforementioned phenomenon in the form of annual reports, regarding the annual proceeds of seized quantities of drugs and psychotropic substances by the three control departments, namely: the National Gendarmerie, the Directorate General of National Security and Customs. Depending on these sources, we can get a clear picture about the extent of this phenomenon at the national level, the number of cases recorded and the number of dismissed cases related to possession, consumption and smuggling, as well as the number of people involved each year. These reports also allow us to know the outcome of the activity of recruiting addicts and how to distribute them according to the family situation, type, and professional status. The results from the analysis of statistics issued by the National office for Drug Control and Drug Addiction indicate a constant growth of the quantities seized during the study period between 2017 and 2020, as well as an increase in the number of detainees. The results also indicate that those involved in cases of trafficking, possession, consumption and smuggling are of the male gender, single and belong to the 18-25 age group.
