إستراتيجية منظمة حلف شمال الأطلسي لمواجهة التهديدات الأمنية اللاتماثلية في منطقة المتوسط

Abstract

The research paper aims at reviewing the evolution of the role of NATO in the Mediterranean region, since it has become a hotspot of fighting against many upsurging security threats. A security shift that has been considered as a major driver for the policies of major powers, especially the United States and the European Union. Furthermore, the Mediterranean is actually a new area of focus for the North Atlantic Treaty Organization in facing these new threats, mainly: terrorism, organized crime, and illegal immigration, through the elaboration of an Atlantic strategy that adapts to the international state of affairs since the end of the Cold War. The mission of NATO as changed from a mere military perspective to rather include political, economic and social dimensions, as the military and the political in this region are intertwined. So the organization has developed its structures and expanded its goals and policies, and has also working on for security arrangements and initiatives aimed at eliminating the sources of these threats through, for instance, launching the "Atlantic-Mediterranean Dialogue" initiative, which is considered one of the important NATO strategies, and an important and cooperative initiative to support security and stability in the Mediterranean region. The North Atlantic Treaty Organization has outlined a set of strategies and projects in the Mediterranean region, as the region took a significant portion of the organization’s new Post-Cold-War trends shaped by the organization’s increasing perceptions of fears coming from the eventual of the expansion of new security threats in the Mediterranean region. The new strategic concept that was formulated in 2010 is the most prominent, where it has been argued that actual presence of the North Atlantic Treaty Organization in the Mediterranean region is primordial, due to principles and approaches convergence, what is more is that the region is in forefront facing of new security threats in the region, such as terrorism, organized crime and illegal immigration, so while maintaining the Mediterranean under the security umbrella of the alliance, it is intended to lower the costs with a shared visions between NATO and its Mediterranean partners. ثبحث الدراسة في تطور دور منظمة حلف شمال الاطلسي في منطقة البحر الابيض المتوسط، بما أنها أصبحت مسرحا لمواجهة العديد من التهديدات الأمنية اللاتماثلية التي ظهرت على السطح، والتي باتت تعتبر بمثابة محرك رئسِي لسياسات القوي الكبري وخاصة الولايات المتحدة والاثحاد الأوروبي، إضافة إلى أنها أصبحت تشكل مجالا جديدا لاهتمام منظمة حلف شمال الأطلسي في مواجهة هذه التهديدات والمتمثلة أساسا في: الإرهاب، الجريمة المنظمة، والهجرة غير الشرعية، وذلك من خلال تطوير ووضع استراتيجية اطلسية تتكيف مع الوضع الدولي لما بعد الحرب الباردة، فلم تبقى مهمة الحلف امنية عسكرية وانما اكتسبت أبعادا سياسية واقتصادية واجتماعية، انطلاقا من حتمية الربط بين ما هو أمني وما هو سياسي في المنطقة، حيث قامت المنظمة بتطوير هياكلها وتوسيع أهدافها وسياستها، كما شرعت في إقامة ترتيبِات ومبادرات أمنية بهدف القضاء على مصادر هذه التهديدات، وذلك من خلال إطلاقها لمبادرة "الحوار الاطلسي المتوسطي" والتي تعتبر بمثابة استراتيجية هامة من استراتيجيات منظمة حلف شمال الاطلسي، ومبادرة هامة وتعاونية لدعم الامن والاستقرار في منطقة البحر الابيض المتوسط. وقد قامت منظمة حلف شمال الاطلسي بتسطير مجموعة من الاستراتيجيات والمشاريع في منطقة البحر الأبيض المتوسط، حيث أخذت المنطقة حيزا معتبرا من التوجهات اللاتماثلية للمنظمة بعد الحرب الباردة، والتي تراوحت بين تزايد مدركات المنظمة وبين تخوفاته من توسع التهديدات الامنية اللاتماثلية في منطقة البحر الأبيض المتوسط. ولعل المفهوم الاستراتيجي الجديد الذي تمت صياغته في عام 2010 هو الأهم من بينها، حيث يسمح هذا المفهوم على غرار غيره من المفاهيم بالتواجد الفعلي لمنظمة حلف شمال الأطلسي في المنطقة المتوسطية، لما يحمله من مبادئ ومقاربات تتلاءم والأهداف الاطلسية والمتمثلة بالأساس في مواجهة التهديدات الامنية اللاتماثلية في منطقة المتوسط، ونذكر بالخصوص الإرهاب، الجريمة المنظمة والهجرة غير الشرعية، وابقائها تحت المظلة الأمنية للحلف بتكاليف أقل، ورؤى تتماشى وأجندة الحلف الامنية في المتوسط.
