التداعيات الاجتماعيتة والاقتصاديــة لحـوادث المـرور فـي الجـزائــر

Abstract

الخسائر التي تسببها حوادث السيارات والمركبات تفوق غيرها من الخسائر الناجمة عن مختلف أنواع الجرائم، وأصبح عدد الضحايا من الوفيات والجرحى والمعاقين بسبب الحوادث المرورية في العالم، يتجأوز عدد الذين يقتلون أو يتأثرون سنويا بمختلف أشكال الصراعات والمنازعات الأمنية على المستوى الدولي؛ حيث قدرت التكلفة الاقتصادية لحوادث المرور ما بين 1 إلى 3% من إجمالي الدخل القومي لدول العالم، وأن 10% من أسرة المستشفيات في العالم تشغل بإصابات ناتجة عن حوادث الطرق، من هنا استحقت حوادث المرور أن تكون معضلة العصر، دون منازع. في الجزائر تمثل حوادث المرور هاجسا مخيفا بالنسبة لمستعملي الطرقات، لما حققته من ارتفاع مرعب في الأرقام، حيث تُخلّف حوادث السير في الجزائر 13 قتيلا و175 جريحا يوميا في المتوسط؛ أي بمعدل 4500 قتيل سنويا و3500 شخصا بعاهات مستديمة، يمثل الشباب غالبية ضحايا هذه الحوادث، ما دعا البعض إلى وصف هذه الظاهرة المرورية بإرهاب الطرقات. نظرا لأن الحوادث المرورية تسبب تكاليف ضخمة يتكبدها المجتمع من خسائر في الأرواح ما بين وفيات وإصابات كذلك إتلاف الممتلكات العامة والخاصة، ما ينعكس على الفاقد في الناتج الاقتصادي، جاءت هذه الدراسة لإبراز حجم الكلفة الاقتصادية والاجتماعية لحوادث المرور. The number of victims, deaths, injuries and persons with disabilities due to traffic accidents worldwide exceeds the number of people who are killed or affected annually by various forms of international conflicts and security conflicts; traffic accidents account for between 1% and 3% of the total national income of the world, and 10% of hospital beds worldwide suffer from road traffic injuries. In algeria, traffic accidents are a terrible concern for road users due to the alarming rise in figures. Algeria's traffic accidents have left 13 dead and 175 wounded daily on average; an average of 4,500 people per year and 3,500 people with permanent disabilities. Accidents, what some called to describe this traffic phenomenon by roads terrorism. Because traffic accidents cause huge costs incurred by the society from the loss of life between deaths and injuries as well as the destruction of public and private property, which is reflected in the loss of economic output, this study aims to highlight the economic and social cost of traffic accidents in algeria.
