الأمننة في ظل الحوكمة العالمية: دراسة حالتي البيئة و الصحة

Abstract

منذ نهاية الحرب الباردة والعالم يشهد تهديدات أمنية جديدة، الأمر الذي يدل على أن نسق الحوكمة العالمية ك"كيان مرجعي" الذي رُوِّجَ له بعد هذه الفترة مُعَرض للخطر والتهديد، فلا بد من حمايته والعمل على تأمين استقراره والتخلص من كل الشوائب التي تعيق قيام أمنه.هذا الواقع جعل الدراسات الأمنية مؤخرا تخرج بنظرية جديدة والمتمثلة في"الأمننة" بهدف إضفاء الطابع الأمني على القضايا الأمنية الجديدة والمستجدة في ظل الحوكمة العالمية. وأما هذه النظرية الجديدة "الأمننة" وما تحمله من عناصر تُحْدِث إضفاء الطابع الأمني على قضية أو مشكلة سياسية ما، نجد فواعل الحوكمة العالمية كالدول باعتبارها فاعل رسمي، والمنظمات الدولية الحكومية وغير الحكومية إضافة لفواعل أخرى باعتبارها فواعل غير رسمية حاولت إضفاء الطابع الأمني على بعض الحالات ونماذج تطورية لكيان الحوكمة العالمية كالبيئة والصحة من خلال خطابات ترجمتها بيانات السياسة العامة العالمية كجانب أدائي لهذه الحوكمة، وتحركات استثنائية تحاول من خلالها تبني مبدأ الضبط التشاركي لضبط وادارة التيديدات المنجرة عن تلك الحالات والتي تمس بمكونات هذا الكيان عبر جميع المستويات. إلا أن الأمننة في الأخير حسب الدراسة لم يُكَلل لها بالنجاح في تفسير كل شيء نظرا لتشابك القضايا الأمنية للحوكمة العالمية وتمايز رؤى فواعلها حول كيفية إضفاء الطابع الأمني على النماذج التي تم تبنيها في الدراسة، فلا بد من العودة للسياسة العامة الطبيعية والتركيز خصوصا على المستوى المحلي للحوكمة، والنظرة الإسلامية في معالجة هكذا قضايا، لأن هذه النظرة شاملة وتعمل على تحقيق الأمن والانعتاق من الخوف بدءً بمعالجة الفرد صحيا وحماية بيئته كي يتسنى لنا التوصل بذلك لحوكمة إسلامية عالمية. Since the end of the Cold War and the world witnessed new security threats, which indicates that the global governance model as a "referent object" promoted after this period is at risk and threat, it must be protected and work to secure its stability and get rid of all the impurities that hinder its security. This fact has recently led security studies to come up with a new term of "securitization" in order to provide security for new and emerging security issues under global governance. The new concept of "securitization" and the elements that involve the security of a political issue or problem, we find global governance such as States as an official actor, international governmental and non-governmental organizations as well as other acts as an informal attempt to security of some cases and evolutionary models of the global governance entity such as environment and health through letters translated by global public policy statements as a part of the performance of this governance, and exceptional movements in which it tries to adopt the principle of participatory control to adjust and manage the threats of those cases that affect the This entity is defined across all levels. However, the securitization in the latter according to the study was not successful because of the intertwined security issues of global governance and the conflicting views on how to make the security models adopted in the study, it is necessary to return to natural policy and focus, especially at the local level, and the Islamic view in dealing with such issues, because this view is comprehensive and works to achieve security and freedom from fear to start treating the individual health and protect the environment so that we can reach for global governance.
